THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON AUGUST 7, 2012 at 10:00AM, 201 BELVIEW ROAD, LEESVILLE, LA. PRESIDENT PERKINS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.
The meeting was opened in prayer by Reverend Robinson.
The Pledge of Allegiance was led by Mike Perkins.
On motion of Randi Gleason, seconded by Steve Woods, the Board voted to approve the minutes of the August 2, 2012 regular meeting and dispense with the reading of the minutes.
On motion of Vernon Travis, seconded by John Blankenbaker, the Board voted to open the Public Hearing for the Vernon Parish Redistricting Plan. Mr. Dannie P. Garrett III reviewed the benchmark data, including discussions of the requirement to get all districts within the +/- of the ideal population. Mr. Garrett explained that the plan will not change current districts but will be used in the 2014 elections. Superintendent Self also stated that this plan will not affect bus or school attendance zones.
After discussion and questions from District Two residents, President Perkins closed the Public Hearing.
On motion of Vernon Travis, seconded by Doug Brandon, the Board voted to accept the following retirement:
Williamson, Fred, bus driver/RHS
On motion of Doug Brandon, seconded by Randy Martin, the Board voted to approve budget amendments related to personnel changes.
On motion of Vernon Travis, seconded by Gerald Cooley, the Board voted to authorize the president and secretary to pay the claims.
On motion of Vernon Travis, seconded by Doug Brandon, the Board voted to adopt the Re-Districting Plan for the Vernon Parish Schools following the 2010 Federal Decennial Census.
A Resolution to redistrict the Vernon Parish School Board after the 2010 Federal Decennial Census

Section A:
WHEREAS, the U.S. Census for the year 2010 reveals that the Vernon Parish School Board Election Districts require redistricting in order to conform to the requisites of law;
THEREFORE BE IT ORDAINED BY THE Vernon Parish School Board, a political subdivision of the State of Louisiana, and in accordance with the authority granted it by the laws of the State of Louisiana, and in particular R.S. 17:71.1 to R.S. 17:71.7, adopts proposed Plan A as the Vernon Parish School Board’s eight election districts as described in Section B of this resolution
Section B:
The Vernon Parish School Board does hereby establish new districts to be utilized in the next regularly scheduled elections for the office of School Board Member in Vernon Parish, as follows:
(1) District 1 is composed of Precincts 1-1, 1-1B, 1-2A, 1-3, less and except that portion of 1-3 in District 6; 1-3B, 1-3C, 1-3D, 1-4, 1-4A, 1-4D, 1-5, 1-5A, 1-7, 1-7A, 1-7B, 1-8, 1-8C, 1-8E, 1-8F, that portion of 2-1, being for particularly described as beginning at the intersection of the Vernon Lake centerline and KC’s Drive and its extension, then northwest on KC’s Drive to its intersection with Tammany Lane, then south on Tammany Lane to its intersection with Allen Dale Drive, then S on Allen Dale Drive to its intersection with the shoreline of Vernon Lake, then westerly, northwesterly and northerly along the shoreline to its intersection with Tigger Trap Drive, then west on Trigger Trap Drive to its intersection with McConathy Road, then south, west and south on McConathy Road to its intersection with an unnamed road, then west on that unnamed road to its intersection with Vernon Lake, then south and east on the centerline of Vernon Lake (also the boundary of Precincts 2-1 and 2-4) to the point of beginning; 2-4, 2-4E, 4-3K, 4-3L and 4-3M of Vernon Parish.
(2) District 2 is composed of Precincts 2-1, less and except that portion of 2-1 in District 1; 2-1A, 2-3 and 2-3A of Vernon Parish.
(3) District 3 is composed of Precincts 1-8A, less and except that portion of 1-8A in District 6; 2-2, 2-2A, 3-1, 3-2, 3-3, 3-4, 3-5, that portion of 7-2, being more particularly described as beginning at the intersection of the Vernon Parish line and Anacoco Bayou, then northeast on the bayou (also the boundary of Precincts 3-2 and 7-2) to its intersection with Cypress Church Road, then east on Cypress Church Road to its intersection with Parish Road 724, then east on Parish Road 724 to its intersection with Planer Mill Road, then south on Planer Mill Road to its intersection with the Vernon Parish line, then west on the Vernon Parish line to the point of beginning; and that portion of 7-2A, being more particularly described as beginning at the intersection of the Vernon Parish line and Planer Mill Road, then north on Planer Mill Road to its intersection with Parish Road 724, then east on Parish Road 724 to its intersection with US Highway 171, then south on US Highway 171 to its intersection with the Vernon Parish line, then west on the Vernon Parish line to the point of beginning; of Vernon Parish.
(4) District 4 is composed of Precincts 4-1, 4-2, 4-3, 4-3A, 4-3C, 4-3F, 4-3G, 4-3J and 7-4 of Vernon Parish.
(5) District 5 is composed of Precincts 5-1, 5-1A, 5-2, 7-3, 7-4A, 7-5, less and except that portion of 7-5 in District 7; of Vernon Parish.
(6) District 6 is composed of Precincts 1-2, that portion of 1-3, being more particularly described as beginning at the intersection of Sartor Street and Boone Street (State Route 1212), then east on Boone Street to its intersection with an unnamed stream, then southeast on that stream (also the boundary of Precincts 1-3 and 1-4) to its intersection with US Highway 171, then south on US Highway 171 to its intersection with Stanton Road, then west on Stanton Road (also the boundary of Precincts 1-3 and 1-6) to its intersection with Sartor Street, then north on Sartor Street to the point of beginning; 1-4B, 1-4C, 1-6, 1-6A, 1-6B, and that portion of 1-8A, being more particularly described as beginning at the intersection of Stanton Road and Hickory Street, then south on Hickory Street to its intersection with Magnolia Street, then south on Magnolia Street to its intersection with Ash Street, then east and north on Ash Street to its intersection with Birch Street, then east on Birch Street to its intersection with Vernon Street (State Route 1211), then south on Vernon Street to its intersection with an unnamed stream south of the New Llano corporate limits, then northwest on that stream to its intersection with Stanton Road, then east on Stanton Road to the point of beginning; of Vernon Parish.
(7) District 7 is composed of Precincts 7-1, 7-2, less and except that portion of 7-2 in District 3; 7-2A, less and except that portion of 7-2A in District 3; that portion of 7-5, being more particularly described as beginning at the intersection of the Vernon Parish line and Flat Creek, then north on Flat Creek (also the boundary of Precincts 7-2A and 7-5) to its intersection with the corporate limits of Rosepine, then easterly and northerly along the corporate limits to its intersection with Parish Road 750 (Bailey Road), then northeast, east and north on Parish Road 750 (also the boundary of Precincts 7-5A and 7-5) to its intersection with Hurricane Creek, then southwest and south on Hurricane Creek to its intersection with the Vernon Parish line, then west on the Vernon Parish line to the point of beginning; 7-5A and 7-5C of Vernon Parish.
(8) District 8 is composed of Precincts 1-9, 4-3E, 4-3N, 5-2A, 6-1, 6-2, 6-3, 6-4, 8-1, 8-2 and 8-3 of Vernon Parish.
Section C:
This resolution shall be submitted to the United States Department of Justice in accordance with Section 5 of the Voting Rights Act of 1965.
Section D:
This resolution shall become effective upon the receipt by the Vernon Parish School Board’s letter of no objection from the United States Justice Department or no action by the United States Justice Department with regard to the redistricting plan submitted to it by the Vernon Parish School Board.
