THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION, ON FEBRUARY 7, 2012 AT, 10:00AM, 201 BELVIEW ROAD, LEESVILLE, LA. PRESIDENT PERKINS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.

 

The meeting was opened in prayer by Reverend Brian Thompson.

 

The Pledge of Allegiance was led by Mike Perkins.

 

On motion of Steve Woods, seconded by the Board, the Board voted unanimously to name Richard Schwartz as District Three Board member replacing Beryl Ford.  Mr. Schwartz was sworn into office by Mr. Willie Deon.

 

On motion of Mel Harris, seconded by John Blankenbaker, the Board voted to approve and dispense with the reading of the minutes of February 2, 2012.

 

On recommendation of Superintendent Self and on motion of Doug Brandon, seconded by Randy Martin, the Board voted to approve the following resignations:

 

Prewitt, Debra, cook/AES

Heard, George, teacher/PHS

Deggs, Ricky, teacher/RES

Alomar, Carmen, bilingual aide/NPE

Beryl Ford, District 3 Board Member

 

On recommendation of Superintendent Self and on motion of Randi Gleason, seconded by Doug Brandon, the Board voted to approve the following request to rescind a leave without pay:

 

Martin, Deanna, cook/AES-rescind LWOP effective 2-6-12

 

On recommendation of Superintendent Self and on motion of Gerald Cooley, seconded by Doug Brandon, the Board voted to approve the following list of new employees:

 

Odland, Victoria, teacher/AES-replacing Jennifer Carroll (SABB)

Bealer, Amanda, teacher/ELE-replacing Jessica Haymon (SABB)

 

On recommendation of Superintendent Self and on motion of John Blankenbaker, seconded by Doug Brandon, the Board voted to approve the following employee transfers:

 

Meade, Mary, bus driver/Hicks-trns to leased bus driver

Jackson, Gina, bus driver/RHS-trns to leased bus driver

Christ, Donna, bus driver/LJHS-trns to WLE-replacing Tina Sanchez(trns to NPE)

Sanchez, Tina, bus driver/WLE-trns to NPE-replacing Robbie Shackleford (resigned)

Marks, Bailey, teacher/NPE-I/S trns from 1st to LA4-replacing Nikoh Cedars (resigned)

On motion of Randy Martin, seconded by Randi Gleason, the Board voted to accept the following employee retirement:

 

Todd, Lindy, lease bus driver/AHS

 

On motion of Randi Gleason, seconded by Mel Harris, the Board voted to approve the revision to Policy IDDF – Education of Students With Exceptionalities.  John Blankenbaker voted NAY to this revision.

 

On motion of Randy Martin, seconded by John Blankenbaker, the Board adopted the following resolution empowering the Superintendent to execute banking business with Merchants and Farmers Bank & Trust:

 

R E S O L U T I O N

 

BE IT RESOLVED by the Vernon Parish School Board of Vernon Parish, a School Board licensed to do business in the State of Louisiana, with its principal place of business in Leesville, Louisiana that Jackie Self, Superintendent, is hereby authorized, directed and empowered to execute a BUSINESS BANKING CASH MANAGEMENT AGREEMENT and if applicable an AUTOMATED CLEARING HOUSE (ACH) AGREEMENT with MERCHANTS AND FARMERS BANK & TRUST CO., to sign all related documents, and appoint system administrators and users.

Mr. Clay discussed the following Headstart policies and procedures and on motion of Steve Woods, seconded by Randy Martin, the Board voted to approve the following:

 

1.        VPHS Policy Of Reduction In Force

2.        Head Start Policy Of Tuition Payments

3.        VPHS Health Plan Policy

4.        VPHS Policy Of Employee Discipline

5.        VPHS Biting Policy

6.        VPHS Birth Certificate Policy

7.        VPHS Transportation Contract

 

On motion of Randi Gleason, seconded by Doug Brandon, the Board voted to approve budget amendments related to personnel changes.

 

On motion of Doug Brandon, seconded by Richard Schwartz, the Board voted to authorize the president and secretary to pay the claims.

 

In other business, Superintendent Self reminded Board members of the Quiz Bowl Thursday, February 9th, 8:00AM at Leesville High School.  Mr. John Norris, Insurance Consultant, talked with the Board concerning the renewal of property liability and a Finance Committee meeting was scheduled for March 13th at 3:30PM.

 

On motion of Richard Schwartz, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the Vernon Parish School Board wishes to express their sympathy to the family of Melonee Allardyce who recently passed away; and

WHEREAS, Mrs. Allardyce was a retired cook with thirty years service and was the sister of Sottie Harvey, retired bus driver; and

WHEREAS, Mrs. Allardyce was a resident of the Knight community and she will be greatly missed by her family and friends; now

BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Gerald Cooley, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the Vernon Parish School Board wishes to express their heartfelt sympathy to the family of James Patrick Cooley who recently passed away; and

WHEREAS, Mr. Cooley was a former student worker at the Central Office; and

WHEREAS, Mr. Cooley was an honor graduate of Leesville High School, a resident of Leesville, and he will be greatly missed by his family and friends; now

BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of Mike Perkins, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the Vernon Parish School Board takes this means to express their sympathy to the family of Wanda Clear who recently passed away; and

WHEREAS, Mrs. Clear was the mother of Mike Clear, former teacher at Pitkin and Pickering and the sister of Lynne Massey, retired teacher at Pitkin High School; and

WHEREAS, Mrs. Clear was a longtime resident of Pitkin, an avid fan of the Pitkin Tigers and she will be greatly missed by her family and friends; now

BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Mike Perkins, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Wayne Henson who recently passed away; and

WHEREAS, Mr. Henson was the husband of Gerelyn Henson, the father of Jerome Henson and Desiree Beeson, and the father-in-law of Karen Henson,

WHEREAS, Mr. Henson was a longtime resident of Pitkin and he will be greatly missed by his family and friends; now

BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

There being no further business, on motion of the Board, seconded by the Board, the meeting was adjourned.
