THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON JANUARY 17, 2012 AT 10:00AM, 201 BELVIEW ROAD, LEESVILLE, LA. PRESIDENT PERKINS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.

 

The meeting was opened in prayer by Randi Gleason.

 

The Pledge of Allegiance was led by Randi Gleason.

 

On motion of Mel Harris, seconded by Beryl Ford, the Board voted to approve the minutes of the January 10, 2012 regular meeting and dispense with the reading of the minutes.

 

On recommendation of Superintendent Self and on motion of Gerald Cooley, seconded by Randi Gleason, the Board to approve the following resignations:

 

Cosio, Sandy, supervisor/CO

Dobbins, Stephanie, teacher/LHS

James, Kimberly, teacher/WLE

 

On recommendation of Superintendent Self and on motion of Doug Brandon, seconded by Randi Gleason, the Board voted to approve the following sabbatical leave requests:

Fox, Tina, teacher/Evans-MEDICAL SABB - 1-12-12/5-25-12

On recommendation of Superintendent Self and on motion of Beryl Ford, seconded by Doug Brandon, the Board voted to approve the following requests for a leave without pay:

On recommendation of Superintendent Self and on motion Doug Brandon, seconded by Beryl Ford, the Board voted to approve the following list of new employees:

 

McDaniel, Martha, gen fund aide/Pitkin-replacing Rebecca Estes (resigned)

Meade, Mary, bus driver/Hicks-RRTW

McAlister, Amanda, teacher/NPE-replacing Samantha Hubler (resigned)

Owens, Jeanne, teacher/Evans-replacing Tina Fox (sabbatical)

 

On recommendation of Superintendent Self and on motion of Beryl Ford, seconded by Jerry Jeane, the Board voted to approve the following employee transfer:

 

Mistrzak, Melissa, teacher/Gates-trns to Evans-replacing Deborah Lozano(SABB)

 

On recommendation of Superintendent Self and on motion of Randy Martin, seconded by Beryl Ford, the Board voted to accept the following employee retirement:

 

Wilson, Wallace, Principal/PES

 

Mrs. Anne Smith, Elementary Curriculum Director, discussed the Literacy Grant.  This program is designed to improve the school readiness and success of disadvantaged youth, birth through grade 21, by advancing their literacy skills, including the per-literacy skills of children birth-age 5, and establish a comprehensive approach to literacy development based on Louisiana’s Comprehensive Literacy Plan, with emphasis on data based decision making and effective use of technology.  Vernon Parish is now in Phase 2 of the application process.

 

Mr. Jimmy Funderburk discussed the revision of Policy IFCB (Field Trips and Excursions).  On motion of Beryl Ford, seconded by Randi Gleason, the Board voted to approve the following addition to Policy IFCB:

 

Provisions for children with exceptionalities will be arranged by the school principal.  No student shall be excluded from a trip because of an exceptionality.   If a wheelchair lift is needed, the school principal will coordinate the arrangements through the school board office.  The principal must provide this transportation for the exceptional student in the same manner as is provided for all other students.  The principal will be responsible for all travel arrangements for all students on all trips.

 

On recommendation of Superintendent Self and on motion of Jerry Jeane, seconded by Beryl Ford, the Board voted to name Joey Whiddon as curriculum supervisor replacing Sandy Cosio.

 

Curtis Clay gave the Headstart Report and discussed the following policies and procedures:

 

  1. Child Abuse Policy and Procedures

  2. Classroom Volunteer Minimum Age

  3. Head Start Organizational Chart

  4. VPSB Personnel Policies

  5. Temporary Exclusion Policy

  6. Disability Referral Process

  7. Universal Precaution

 

On motion of Robert Pynes, seconded by Randi Gleason, the Board voted to approve the above policies and procedures for Headstart.

 

On motion of Randy Martin, seconded by Doug Brandon, the Board voted to approve budget amendments related to personnel changes.

 

On motion of Gerald Cooley, seconded by Doug Brandon, the Board voted to authorize the president and secretary to pay the claims.

 

In other business, Superintendent Self stated that the position for principal at Hornbeck High School would be advertised.

 

Randi Gleason reported that the Transportation Committee had met and was recommending to the Board that approval be made to purchase up to forty lease buses with a five year purchasing schedule.  On motion of Randi Gleason, seconded by Beryl Ford, the Board voted unanimously to approve this recommendation.

 

On motion of Jerry Jeane for John Blankenbaker, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Lisa Tucker who recently passed away; and

WHEREAS, Mrs. Tucker was the librarian at Rosepine Elementary School; and

WHEREAS, Mrs. Tucker was a longtime resident of Rosepine and she will be greatly missed by her friends and family; now

BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Steve Woods, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board wish to express their condolences to the family of Lois Penfield who recently passed away; and

WHEREAS, Mrs. Penfield was the mother of Jeanne Rhodes, former secretary at Leesville High School and Jerry Penfield, Pastor at First Baptist Church, and

WHEREAS, Mrs. Penfield was a resident of Leesville and she will be greatly missed by her family and friends; now

BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Jerry Jeane, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the Vernon Parish School Board takes this means to express their sympathy to the family of Wallace Martin who recently passed away; and

WHEREAS, Mr. Martin was the husband of Deanna Martin, cook at Anacoco Elementary School; and

WHEREAS, Mr. Martin was a resident of Anacoco and he will be greatly missed by his family and friends; now

BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

There being no further business, on motion of , seconded by the Board, the meeting was adjourned.
