THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M. ON AUGUST 4, 2011, 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. PRESIDENT TRAVIS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.
The meeting was opened in prayer by Reverend Craig Forque.
The Pledge of Allegiance was led by Mel Harris.
On motion of Mel Harris, seconded by John Blankenbaker, the Board voted to approve the minutes of the July 12, 2011 regular meeting and dispense with the reading of the minutes.
On motion of Randi Gleason, seconded by Beryl Ford, the Board voted to accept bids for a used bus at Anacoco High School. One bid was received from Sammy Davis in the amount of $760.00. On motion of Jerry Jeane, seconded by Beryl Ford, the Board voted to accept this bid in the amount of $760.00 for the used bus at Anacoco High School.
President Vernon Travis welcomed Colonel Roger L. Shuck to the Board meeting.
On motion of Gerald Cooley, seconded by Doug Brandon, the Board voted to advertise for bids to sell used TV monitors/receivers and stands. These are located at various schools in the parish.
On motion of Jerry Jeane, seconded by John Blankenbaker, the Board voted to name an assistant principal at Anacoco High School. On recommendation of Superintendent Self and on motion of Jerry Jeane, seconded by Mel Harris, the Board voted to unanimously name Paul Poe as assistant principal at Anacoco High School.
On motion of Randy Martin, seconded by Randi Gleason, the Board voted to name an assistant principal at Pickering Elementary School. On recommendation of Superintendent Self and on motion of Randy Martin, seconded by Jerry Jeane, the Board unanimously voted to name Virginia Lansdale as assistant principal at Pickering Elementary School.
On motion of Doug Brandon, seconded by Mike Perkins, the Board voted to adopt the Millage Rates for 2011.

BEFORE ME, the undersigned notary public, duly commissioned and qualified within and for the aforesaid parish and state, personally came and appeared:

who, after first being duly sworn, did depose and say:
That he/she is the duly authorized Superintendent/Treasurer of the Vernon Parish School Board.
That a public meeting was held in accordance with the Open Meetings Law at R.S. 42:1, et seq. to adopt the millage rate(s) for the 2011 tax year. That public written notice of the agenda, date, time, and place of the meeting was posted on the building where the meetings of this taxing authority are usually held at least 24 hours before the meeting.
That a quorum or simple majority of the total membership of the taxing authority was physically present and voting at the public meeting, which was held on the 4th day of August, 2011, at 10:00 A.M., at the Vernon Parish School Board Office at 201 Belview Road, Leesville, Louisiana 71446.
The meeting was conducted in accord with the prior noticed agenda. Matters not included on the agenda were not discussed without the unanimous approval of the members present after complying with all provisions of R.S. 42:7(A)(1)(b)(ii).

That the additional publishing requirements of Article 7, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B) regarding increases in the millage rate(s) have been complied with. These requirements include, but are not limited to the following:
Public notice of the date, time, place, and subject matter of the public hearing was published on two separate days no less than thirty days before the public hearing in the official journal of the taxing authority;
And, if applicable, in another newspaper with a larger circulation within the taxing authority than the official journal;
Publications were published by July 15;
The assessor was provided notice of the date, time and place of the pending hearing;
A press release was issued to newspapers with substantial distribution within the jurisdiction of the taxing district; and
To area broadcast media;
Two separate ordinances or resolutions; and
Two-thirds of the total membership of the taxing authority voting in favor of the second ordinance or resolution.
That copies of all required notices and agenda are attached hereto and incorporated herein by reference.

BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Vernon, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2011, and to make collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

Mike Perkins reported that the Salary/Personnel Committee had met and reviewed the personnel changes for August and would make its recommendation to the Board on Tuesday, August 9, 2011.
In other business, Superintendent Self discussed the renovations at South Polk and Anacoco. Superintendent Self invited the Board members to tour South Polk Elementary School next Tuesday after the Board meeting. Board members were given Ethics Disclosure Statements and reminded to complete them and return to Mr. Funderburk.
Copies of the Personnel Evaluation Plan were also given to Board members and approval for this plan will be requested on Tuesday. Superintendent Self also reminded Board members of the Curriculum Committee meeting on Tuesday at 9:00AM and also that a volunteer was needed for the Headstart Policy Council.
Colonel Roger L. Shuck expressed his appreciation for the opportunity to be involved with the education process. Colonel Shuck also reported that soldiers are returning from overseas duty and by the end of October, Fort Polk will have about 4,000 soldiers who have returned.
On motion of Steve Woods, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Lois Fenn who recently passed away; and
WHEREAS, Mrs. Fenn was the mother-in-law of Ruth Cryer, retired secretary at the Central Office, and the grandmother of Lisa Causey, teacher at East Leesville, Robert Causey, assistant principal at Leesville Jr. High School, and Chasity Cryer, counselor at Leesville High School; and
WHEREAS, Mrs. Fenn was a longtime resident of Leesville and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Jerry Jeane, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Aaron Whatley who recently passed away; and
WHEREAS, Aaron was the son of Roger and Margaret Whatley, both retirees from Vernon Parish; and
WHEREAS, Aaron was a former teacher at Hicks and Pickering High Schools, a longtime resident of Vernon Parish, and he will be greatly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Mike Perkins, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the Vernon Parish School Board takes this means to express their sympathy to the family of Kevin Johnson who recently passed away; and
WHEREAS, Kevin was the son of Eileen Howard, custodian at Pitkin, the grandson of Nola Faye Johnson, retired bus driver, and the nephew of Nancy Lockhart, bus driver; and
WHEREAS, Kevin was a resident of Cravens and he will be greatly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Randy Martin, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Douglas Willis who recently passed away; and
WHEREAS, Mr. Willis was a former night watchman at Pickering High School; and
WHEREAS, Mr. Willis was a lifelong resident of Vernon Parish and he will be greatly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
There being no further business, and on motion of Vernon Travis, seconded by the Board, the meeting was adjourned.
