THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. PRESIDENT PERKINS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.
The meeting was opened in prayer by Vernon Travis.
The Pledge of Allegiance was led by Vernon Travis.
On motion of Vernon Travis, seconded by Gaye McKee, the Board voted to approve the minutes of the June 8, 2010 regular meeting and dispense with the reading of the minutes.
On motion of Beryl Ford, seconded by Randi Gleason, the Board voted to approve the minutes of the special called Board meeting of June 16, 2010 and dispense with the reading of the minutes.
Mrs. Sandra Whitlock recognized the following Teachers of the Year:
Elementary Linda Hudgens - West Leesville Elementary
Middle/Jr. High Lacey Blocker - Pickering Elementary
High School Brenda Carroll - Pitkin High
Mrs. Whitlock accepted the award for Mrs. Linda Hudgens as she was unable to attend. These outstanding teachers were presented plaques and congratulated by the Board for their dedication and hard work. Ms. Lacey Blocker will also represent Vernon Parish at the State level as she was chosen as regional winner.
Presentations were made for curriculum supervisor as follows: Cheri Atkins, Charles Balthrop, Verna Jones, Russell Peace, Joey Whiddon, and Angel Williams. Naming for this one year non-promotional appointment will be Tuesday, July 6th.
On motion of Randy Martin, seconded by Randi Gleason, the Board voted to advertise for bids to sell two used activity buses at Pickering High School.
On motion of Beryl Ford, seconded by Vernon Travis, the Board voted to adopt a resolution for Rapides Foundation Grants:
STATE OF LOUISIANA
PARISH OF VERNON
On the 1st day of July, 2010, at a meeting of the School Board of Vernon Parish held in the City of Leesville, a quorum of Board Members present, the following action was taken:
It was duly moved and seconded that the following resolution be adopted:
BE IT THEREFORE RESOLVED that the School Board of Vernon Parish does hereby authorize the Superintendent, on terms and conditions he/she may deem advisable, to negotiate and execute the Tobacco Prevention and Control Initiative 2010-2011 School Partnership Grant, the Diet and Physical Activity Initiative 2010-2012 Continuation Grant, and the STEM/CTE 2010-2011 Implementation Grant from the Rapides Foundation on behalf of the School Board named herein, and further hereby authorize the Superintendent and grant the power and authority to do all things necessary to implement, maintain, amend or renew said grants/documents.
The above resolution was passed by a majority of those present and voting in accordance with the by-laws and policies of the said Board.

Mark Smith reported that the Salary/Personnel Committee had met and reviewed the personnel changes for July and would make its recommendation to the Board at the July 6th Board meeting. Mr. Smith also reported that there was discussion on House Bill 519 - Retiree Return to Work and how this will affect Vernon Parish school employees.
Mr. Smith also reported that Superintendent Self recommended hiring a part-time certification specialist. Mr. George Rhymes, former certification specialist for Region 6, will be hired as a part-time contract employee for $5,000 a year. Mr. Smith also stated that Vernon Parish will continue to pay the National Board Certification incentive as the State will no longer fund these monies.

On motion of Mark Smith, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Christopher Hoffpauir who recently passed away; and
WHEREAS, Christopher was the son of Donna Hoffpauir, secretary at East Leesville Elementary School and the grandson of Ellis Hoffpauir, former Board member and Wanda Hoffpauir, retired teacher; and
WHEREAS, Christopher was a 2007 graduate of Leesville High School and served in the United States Air Force Reserve;
WHEREAS, Christopher was a resident of Leesville and he will be dearly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Randi Gleason, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board takes this means to express their sympathy to the family of Patricia Haymon who recently passed away; and
WHEREAS, Mrs. Haymon was the mother of Carla Lawrence, paraprofessional at West Leesville Elementary School; and
WHEREAS, Mrs. Haymon was a longtime resident of Leesville and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Steve Woods, seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their condolences to the family of Minnie Yvonne West who recently passed away; and
WHEREAS, Mrs. West was the grandmother of Jamie Busby, teacher at Hicks High School, and
WHEREAS, Mrs. West was a lifelong resident of Leesville and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Steve Woods, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board take this means to express their condolences to the family of Lillie Bruce who recently passed away; and
WHEREAS, Mrs. Bruce was the grandmother of Jamie Bruce, teacher at Leesville Jr. High School; and
WHEREAS, Mrs. Bruce was a longtime resident of Leesville and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this resolution be sent to her family at this time of sadness.
On motion of Robert Pynes, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the Vernon Parish School Board wish to express their sympathy to the family of Cora LaFosse who recently passed away; and
WHEREAS, Mrs. LaFosse was a supporter of the Vernon Parish Schools; and
WHEREAS, Mrs. LaFosse was a resident of Leesville and she will be greatly missed by her family and friends; now
BE IT THERFORE RESOLVED that the Vernon Parish School Board requests a copy of this resolution be sent to her family at this time of sadness.
There being no further business, and on motion of Gaye McKee, seconded by the Board, the meeting was adjourned.
