THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION ON APRIL 15, 2010 AT 10:00AM, 201 BELVIEW ROAD, LEESVILLE, LA. PRESIDENT PERKINS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.

 

The meeting was opened in prayer by Pastor Gary Bankson.

 

The Pledge of Allegiance was led by Gaye McKee.

 

 On motion of Mel Harris, seconded by Randy Martin, the Board voted to approve and dispense with the reading of the minutes of April 8, 2010.

 

Mr. Tom Neubert, Mrs. Mona Bennett, and Mr. Kevin Lambright recognized the following employees as Support Personnel of the Year:

 

Bruce Howard - custodian at East Leesville Elementary

Thada Doyle - cook at Pitkin High School

Dawn Carlock - bus driver at Pitkin High School

 

These employees were presented a plaque and a monetary gift in appreciation for their dedication and hard work.

   

On recommendation of Superintendent Self and on motion of Beryl Ford, seconded by Randi Gleason, the Board to approve the following resignations:

Tracy Ware, custodian/Pitkin

David Dease, lease bus driver/Evans

 

On recommendation of Superintendent Self and on motion of Kay Wilbanks, seconded by Ricky Reese, the Board voted to approve the following list of new employees:

 

Leann Polensky, teacher/LJHS-replacing Forinna Sullivan(sick leave)

Carol Hendrix, cook/Evans-replacing Pearl Lynn(retired)

Eileen Howard, custodian/Pitkin-replacing Linda Thompson(retired)

On motion of Kay Wilbanks, seconded by Beryl Ford, the Board voted to accept the following employee retirement:

On motion of Gaye McKee, seconded by Mel Harris, the Board voted to adopt the school calendar for 2010-2011.

PAYROLL DATES ARE FROM THE 1ST WORKING DAY OF THE MONTH UNTIL THE LAST WORKING DAY OF THE MONTH.

Note:  Additional minutes for student half-days need to be included in the individual schools daily schedule.

 

PARAPROFESSIONALS are not required to work on AUGUST 9th and will report to work on AUGUST 10.  Paraprofessionals will also be dismissed for ½ day on OCTOBER 7th and FEBRUARY 18 for Parent/Teacher Conferences.

 

On motion of Kay Wilbanks, seconded by Gaye McKee, the Board voted to name school employees for 2010-2011.

 

On motion of Ricky Reese, seconded by Beryl Ford, the Board voted to receive bids for $3,600,000 of General Obligation School Bonds, Series 2010, of Orange District No. 145 of Vernon Parish, Louisiana, said Bonds having been advertised for sale by virtue of a resolution adopted on March 9, 2010.  No bids were received for the purchase of the Bonds other than the bid of the United States of America, acting through Rural Development, issued in the form of its letter of conditions, dated August 13, 2000, which was previously received by this Parish School Board.

 

On motion of Ricky Reese, seconded by Gaye McKee, the Board adopted a resolution authorizing the incurring of debt and issuance of Three Million Six Hundred Thousand Dollars ($3,600,000) of General Obligation School Bonds, Series 2010, of Orange School District No. 145 of Vernon Parish, Louisiana; prescribing the form, terms and conditions of said Bonds; designating the date, denomination and place of payment of said Bonds; providing for the payment thereof in principal and interest; and providing for other matters in connection therewith.

 

Curtis Clay gave the Headstart report.  On motion of Beryl Ford, seconded by Gaye McKee, the Board voted for Headstart to submit an application for federal COLA funds.

 

On motion of Randi Gleason, seconded by Gaye McKee, the Board approved for Headstart to apply for unexpended funds from FY 2008 in the amount of $47,368.61.

 

On motion of Beryl Ford, seconded by Gaye McKee, the Board voted to approve for Headstart to request a reduction in enrollment slots from 300 students to 270 students and not to reduce the current funding level.  Mr. Tim Ward, Finance Director, will also provide Board members with Headstart monthly financial reports as requested by Headstart.

 

Ricky Reese reported that the Dress Code/Uniform Committee had met and reviewed the proposed staff dress code.  After much discussion, no action was taken and the next committee meeting will be on May 11, 2010 at 9:00AM.

 

Beryl Ford reported that the Curriculum Committee had met and Board President Mike Perkins named Beryl Ford as Chairperson of the Curriculum Committee.  Anne Smith and Pam Andis presented the Rapides Foundation STEM/CTE Grant Proposal.  On motion of Mel Harris, seconded by Randi Gleason, the Board voted to accept the proposal to apply for the Rapides Foundation STEM/CTE Grant and adopted the following resolution for the Rapides Foundation:

On the 15th day of April, 2010, at a meeting of the School Board of Vernon Parish held in the City of Leesville, Louisiana, a quorum of Board Members present, the following action was taken:

 

It was duly moved and seconded that the following resolution be adopted:

 

                BE IT RESOLVED that the School Board of Vernon Parish does hereby authorize the Superintendent, on terms and conditions he/she may deem advisable, to negotiate and execute grants or contracts from The Rapides Foundation on behalf of the School Board named herein, and further hereby authorize the Superintendent and grant the power and authority to do all things necessary to implement, maintain, amend or renew said documents. 

                The above resolution was passed by a majority of those present and voting in accordance with the by-laws and policies of the said School Board.

On motion of Gaye McKee, seconded by Kay Wilbanks, the Board voted to approve budget amendments related to personnel changes.

 

On motion of Ricky Reese, seconded by Gaye McKee, the Board voted to authorize the president and secretary to pay the claims.

 

In other business, Superintendent Self noted that the Get Fit Vernon Parish/Leesville Wellness Campaign (Rapides Foundation Diet and Physical Activity Grant) directed by Mrs. Debbie Smith would be having a week of activities April 19-24. 

 

Superintendent Self also stated that he and Mike Perkins would be in Washington DC May 4th-7th and that Vice-President Vernon Travis and Assistant Superintendent Jimmy Funderburk would be at the May 6, 2010 Board meeting. 

 

Randy Martin also called a Maintenance Committee meeting for 8:30AM on May 11, 2010.

 

On motion of Mike Perkins, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Shirley Rose Sweat McKee who recently passed away; and

WHEREAS, Mrs. McKee was the husband of James (Pee-Wee) McKee, Jr., the grandmother of Landon McKee, and the sister of Carlene Johnson; and

WHEREAS, Mrs. McKee was a lifelong resident of Pitkin and she will be greatly missed by her family and friends; now

BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Mike Perkins, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board would like to express their sympathy to the family of Willie Mae Rutherford who recently passed away; and

WHEREAS, Mrs. Rutherford was the mother of Catherine Smith, teacher at Pitkin High School,  and the mother-in-law of Pat Rutherford, librarian at Pitkin High School; and

WHEREAS, Mrs. Rutherford was a longtime resident of the Pitkin area and she will be sadly missed by her friends and family; now

BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Steve Woods, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board take this means to express their condolences to the family of George Navarro who recently passed away; and

WHEREAS, Mr. Navarro was a longtime resident of Leesville and was active in  community organizations; now

BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of Beryl Ford, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Doris Midkiff Angelly who recently passed away; and

 WHEREAS, Mrs. Angelly was the aunt of Leanne Jeane, teacher at Evans High School and the sister of now deceased Kenneth Midkiff, former teacher at Evans, and the sister-in-law of Eula Mae Midkiff; and

WHEREAS, Mrs. Angelly was a graduate of Evans High School and she will be greatly missed by her family and friends; now

BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sorrow.

 

On motion of Beryl Ford, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board takes this means to express their condolences to the family of Versie Stanford who recently passed away; and

WHEREAS, Mrs. Stanford was the mother of Essie Jarrell, retired teacher; and

WHEREAS, Mrs. Stanford was a longtime resident of Evans and she will be greatly missed by her family and friends; now

BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
