THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION, ON MARCH 9, 2010, AT, 5:00PM, 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. PRESIDENT PERKINS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.
The meeting was opened in prayer by Reverend Shawn Waggoner.
The Pledge of Allegiance was led by Kay Wilbanks.
On motion of Mel Harris, seconded by Gaye McKee, the Board voted to approve and dispense with the reading of the minutes of March 2, 2010.
Reverend Johnson, Leesville Area Ministerial Alliance, presented the Board with a Certificate of Appreciation for the Vernon Parish School’s participation in ”Operation We Care” and the ”Toy Drive”. The Vernon Parish Schools generously donated food and toys for the Christmas Food and Toy Drive and the Ministerial Alliance gave out 1300 toys and 847 food boxes. A donation was also made to the Food Bank in Leesville. Superintendent Self thanked Reverend Johnson for all their hard work and dedication.
On recommendation of Superintendent Self and on motion of Randy Martin, seconded by Mark Smith, the Board to approve the following resignations:

On recommendation of Superintendent Self and on motion of Kay Wilbanks, seconded by Robert Pynes, the Board voted to approve the following termination:

On recommendation of Superintendent Self and on motion of Steve Woods, seconded by Gaye McKee, the Board voted to approve the following requests for a leave without pay:

Martha Acey, cook/LJHS-OTHER LWOP - 2-3-10/2-19-10

On recommendation of Superintendent Self and on motion of Beryl Ford, seconded by Mel Harris, the Board voted to approve the following list of new employees:
Lacy Hodge, Sped Aide/AES - new aide specific position required
Shanna Thomas, Sped aide/RES-replacing Amanda Walker (resigned)
On recommendation of Superintendent Self, and on motion of Gaye McKee, seconded by Randy Martin, the Board voted to accept the following employee retirements:
Terri Leone, teacher/ELE
Cathy Ambler, teacher/NPE
On motion of Ricky Reese, seconded by Beryl Ford, the Board authorized the advertising for sealed bids for the purchase of Three Million Six Hundred Thousand Dollars($3,600,000) of General Obligation Bonds, Bonds, Series 2010, of Orange School District No. 145 of Vernon Parish, Louisiana, and providing for other matters in connection therewith.
Beryl Ford reported that the Headstart Policy Council had met and discussed training on self assessment as an audit is scheduled for next year. The Headstart budget was again based on the same funding level for three hundred students.
Ricky Reese reported that the Athletic Committee had met and reviewed the LHSAA guidelines for eligibility. To be eligible for the first semester of the school year, a student shall have earned at least six units from the previous year and shall have earned a ”C” average when considering all ”graded” subjects.
On motion of Vernon Travis, seconded by Gaye McKee, the Board voted to approve budget amendments related to personnel changes.
On motion of Kay Wilbanks, seconded by Mel Harris, the Board voted to authorize the president and secretary to pay the claims.
In other business Superintendent Self stated that copies of legislative issues were in the Board folders and encouraged the members to review them.
On motion of Ricky Reese, seconded by Mark Smith, the Board voted to authorize Mr. Tim Ward and Superintendent Self to purchase a vehicle for the superintendent.
On motion of Ricky Reese, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the Vernon Parish School Board takes this means to express their sympathy to the family of W. R. Morrison who recently passed away; and
WHEREAS, Mr. Morrison was the husband of Linda Morrison, retired custodian at Anacoco High School and the brother of Mildred Haymon, custodian at Anacoco Elementary; and
WHEREAS, Mr. Morrison was a lifelong resident of Anacoco and he will be greatly missed by his friends and family; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Mike Perkins, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board takes this means to express their condolences to the family of Ada Marie LaCaze Perkins who recently passed away; and
WHEREAS, Mrs. Perkins was the mother of Charlene Babcock and the grandmother of Melissa Miller; both teachers at Pitkin High School; and
WHEREAS, Mrs. Perkins was a resident of Pitkin and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Steve Woods, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Jared Areno who recently passed away; and
WHEREAS, Jared was the brother of Jamie Green, paraprofessional at South Polk Elementary School; and
WHEREAS, Jared will be greatly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Steve Woods, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the Vernon Parish School Board would like to express their sympathy to the family of Ada Lea Heard who recently passed away; and
WHEREAS, Mrs. Heard was retired from Civil Service at Fort Polk; and
WHEREAS, Mrs. Heard was a longtime resident of Leesville and she will be greatly missed by her friends and family; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
There being no further business, on motion of Gaye McKee, seconded by the Board, the meeting was adjourned.
