THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION, ON FEBRUARY 18, 2010 AT 10:00AM, 201 BELVIEW ROAD, LEESVILLE, LA. PRESIDENT PERKINS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.

The meeting was opened in prayer by Reverend Billy Johnson.

The Pledge of Allegiance was led by Randy Martin.

 

President Perkins welcomed Mrs. Kay Wilbanks to her first meeting of the Vernon Parish

 

School Board.  Superintendent Self recognized M. Gene Haymon as outgoing District

 

Eight Board Member and presented him with a plaque on behalf of the Board. 

 

Superintendent Self also introduced Mr. Alan Offner, Bonding Attorney.

 

On motion of Mel Harris, seconded by Randi Gleason, the Board voted to approve and dispense with the reading of the minutes of February 4, 2010.

 

On recommendation of Superintendent Self and on motion of Randy Martin, seconded by Steve Woods, the Board voted to approve the following resignations:

 

John Cook, teacher/PHS

Amarie Burwell, teacher/LJHS

Linda Marcantel, teacher/PHS

 

On recommendation of Superintendent Self and on motion of Vernon Travis, seconded by Randy Martin, the Board voted to approve the following sabbatical leave request:

 

Tammy Littleton, teacher/ELE-MED SABB 1-15-2010/5-28-2010

 

On recommendation of Superintendent Self and on motion of Beryl Ford, seconded by Randi Gleason, the Board voted to approve the following requests for a leave without pay:

Wanda Turner, cook/NPE-OTHER LWOP 1-15-10/2-19-10

 

On recommendation of Superintendent Self and on motion of Gaye McKee, seconded by Mel Harris, the Board voted to approve the following list of new employees:

On recommendation of Superintendent Self and on motion of Mel Harris, seconded by Gaye McKee, the Board voted to approve the following employee transfers with a vote of 11 yeas – 1 nay:

On motion of Beryl Ford, seconded by Gaye McKee, the Board voted to accept the following employee retirements:

 

Harry McCloud, teacher/LHS

Linda Thompson, custodian/Pitkin

 

On motion of Steve Woods, seconded by Mel Harris, the Board voted to consider and take action with respect to adopting a resolution ordering and calling a special election to be held in Leesville School District No. 16 of Vernon Parish, Louisiana, to authorize the incurring of debt and issuance of bonds therein, making application to the State Bond Commission in connection therewith and provid­ing for other matters in connection there­with.

 

Beryl Ford reported that the Headstart Policy Council meeting had been cancelled and that her next report would be in March.

 

On motion of Gaye McKee, seconded by Randy Martin, the Board voted to approve budget amendments related to personnel changes.

 

On motion of Mel Harris, seconded by Randy Martin, the Board voted to authorize the president and secretary to pay the claims.

 

In other business, Superintendent Self stated that the next Board meeting would be Tuesday, March 2, 2010.  The LSBA Convention in Monroe begins on March 4, 2010.

 

On motion of Robert Pynes, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Ronald Hoecker who recently passed away; and

                WHEREAS, Mr. Hoecker was the father-law-law of Kim Hoecker, teacher at South Polk Elementary School; and

                WHEREAS, Mr. Hoecker served in the United States Marines and retired from the United States Army; and

                WHEREAS, Mr. Hoecker was a longtime resident of Vernon Parish and he will be greatly missed by his family and friends; now

                BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this resolution be sent to his family at this time of sadness.

 

On motion of Randi Gleason, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Ruth Cavanaugh who recently passed away; and

                WHEREAS, Mrs. Cavanaugh was a retired cafeteria manager at Leesville High School with thirty years of service; and

                WHEREAS, Mrs. Cavanaugh was a lifelong resident of Leesville and she will be greatly missed by her family and friends; now

                BE IT THEREFORE RESOLVED that the Vernon parish School Board requests a copy of this resolution be sent to her family at this time of sadness.

 

On motion of Gaye McKee, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Beulah Thompson who recently passed away; and

                WHEREAS, Mrs. Thompson was the mother of Lana Goins, retired secretary at Rosepine Elementary School; and

                WHEREAS, Mrs. Thompson was a resident of Rosepine and she will be greatly missed by her friends and family; now

                BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Beryl Ford, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Ethel McHenry who recently passed away; and

                WHEREAS, Mrs. McHenry was the mother of Charlotte Cooper, Staff Development Specialist at the Central Office; and

                WHEREAS, Mrs. McHenry was a resident of Portsmouth, Virginia and she will be sadly missed by her family and friends; now

                BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Vernon Travis, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board takes this means to express their sympathy to the family of Lola Brown who recently passed away; and

                WHEREAS, Mrs. Brown was a former cook and custodian in the Leesville Schools; and

                WHEREAS, Mrs. Brown was the mother of Rosland Williams, paraprofessional at East Leesville Elementary School and the grandmother of Brittany Duggins, paraprofessional at North Polk Elementary School; and

                WHEREAS, Mrs. Brown was a resident of Leesville and she will be sadly missed by her family and friends; now

                BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this resolution be sent to her family at this time of sadness.

 

On motion of Mark Smith, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Arthur Williams who recently passed away; and

                WHEREAS, Mr. Williams was the uncle of Jackie Self, Superintendent of Vernon Parish Schools; and

                WHEREAS, Mr. Williams was a longtime resident of Leesville before moving to Kansas and he will be greatly missed by his many friends and family; now

                BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this resolution be sent to his family at this time of sadness.

 

On motion of Mark Smith, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Greg Evans who recently passed away; and

                WHEREAS, Greg was the brother of Quinda Bennett, secretary at the Central Office, the uncle of Brandi Bennett, paraprofessional at West Leesville, and the nephew of Towanda Willrodt, Assistant Principal at Anacoco High School and Adonna Elliott, retired teacher; and

                WHEREAS, Greg was a longtime resident of Hearne, Texas and he will be greatly missed by his family and friends; now

                BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
