THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. PRESIDENT WOODS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.
The meeting was opened in prayer by Father Clemente Mauricio.
The Pledge of Allegiance was led by Beryl Ford.
On motion of Mel Harris, seconded by Vernon Travis, the Board voted to approve the minutes of the October 6, 2009 regular meeting and dispense with the reading of the minutes.
On motion of Mel Harris, seconded by Randy Martin, the Board voted to reschedule recognition of Forestry Festival Queens.
On motion of Vernon Travis, seconded by Randy Martin, the Board voted to allow Superintendent Self to move forward with renovations at South Polk Elementary School.
Superintendent Self gave a report on the seasonal flu vaccines that were issued by the Department of Health and Hospitals.
On motion of Ricky Reese, seconded by Gaye McKee, the Board voted to advertise for bids for a delivery truck for the central office.
On motion of Mel Harris, seconded by Vernon Travis, the Board adopted the following resolution for Rapides Foundation’s Diet and Physical Activity Initiative 2009-2010 School Implementation Grant:
STATE OF LOUISIANA, PARISH OF ______VERNON ________________
On the __5th__ day of ___November___, 2009, at a meeting of the Vernon Parish School Board ___held in the City of ___Leesville, Louisiana _Parish of ___Vernon___, a quorum of the members present, the following business was conducted:
It was duly moved and seconded that the following resolution be adopted:
BE IT RESOLVED that the Vernon Parish School Board does hereby authorize Jackie Self, Superintendent, on terms and conditions that he may deem advisable, to negotiate and execute a contract or contracts on behalf of the Board, and further we do hereby give him the power and authority to do all the things necessary to implement, maintain, amend, or renew said documents with the Rapides Foundation’s Diet and Physical Activity Initiative’s 2009-2010 School Implementation Grant.
The above resolution was passed by a majority of those present and voting in accordance with the by-laws and articles of the Board.
I certify that the above and foregoing constitutes a true and correct copy of a part of the minutes of a meeting of The Vernon Parish School Board held on the 5th day of November 2009.

Mark Smith reported that the Salary/Personnel Committee had met and reviewed the personnel changes for November and would make its recommendation to the full Board on Tuesday, November 10, 2009.
In other business, President Woods introduced Mr. Chad Hagan, Vernon Parish County Agent. Mr. Hagan thanked the Board for all of their support.
Superintendent Self stated that the 2010 Board meeting dates were in the folders and after some discussion, changes will be made and presented to the full Board for approval on Tuesday, November 10, 2009.
Superintendent Self reminded the Board members of the Dress Code/Uniform Committee meeting on November 10th at 8:00AM and the Curriculum Committee meeting at 8:30AM.
On motion of Ricky Reese, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Louise Ross who recently passed away; and
WHEREAS, Mrs. Ross was a retired teacher from Vernon Parish having taught at East Leesville Elementary and Anacoco schools; and
WHEREAS, Mrs. Ross was a lifetime resident of Anacoco and she will be greatly missed by her many friends and family; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Ricky Reese, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Gatha Merchant who recently passed away; and
WHEREAS, Mrs. Merchant taught school for forty years, thirty-five of which were at Anacoco Elementary School; and
WHEREAS, Mrs. Merchant positively influenced many children and was very active in the Anacoco community; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Randy Martin, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Euna Blackmon who recently passed away; and
WHEREAS, Mrs. Blackmon was the mother of Bonnie Hardin, retired teacher, and was the wife of the late Hermon Blackmon, retired bus driver; and
WHEREAS, Mrs. Blackmon was a lifelong resident of the Pickering community and she will be sadly missed by her many friends and family; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Gaye McKee, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Dalton Owen who recently passed away; and
WHEREAS, Mr. Owen was the father of Cathy Yielding, paraprofessional at Rosepine Elementary School; and
WHEREAS, Mr. Owen was a resident of Rosepine and he will be greatly missed by his friends and family; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Gaye McKee, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their condolences to the family of Warren Horsley who recently passed away; and
WHEREAS, Mr. Horsley was the father of Larry Horsley, substitute employee at the Rosepine Schools; and
WHEREAS, Mr. Horsley was a resident of Rosepine and he will be greatly missed by his friends and family; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Vernon Travis, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Hazel Davis who recently passed away; and
WHEREAS, Mrs. Davis was the mother of Gene Davis, teacher at Vernon Middle School; and
WHEREAS, Mrs. Davis was a resident of Jennings and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Randy Martin, seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board take this means to express their condolences to the family of Edward Green who recently passed away; and
WHEREAS, Mr. Green was the son of Shirley Green, cook at Pickering High School; and
WHEREAS, Mr. Green was a graduate of Pickering High School and a resident of the Leesville area and he will be greatly missed by his friends and family; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Steve Woods, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Johnnie Liliedahl who recently passed away; and
WHEREAS, Mrs. Liliedahl was the sister of Morris McRae, teacher at Leesville High School; and
WHEREAS, Mrs. Liliedahl was a resident of LaPorte, Texas and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Gaye McKee, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Ruth Ann Thomas who recently passed away; and
WHEREAS, Mrs. Thomas was the mother of Steve Thomas, Principal at Rosepine High School; and\
WHEREAS, Mrs. Thomas was a resident of Farmersville and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
There being no further business, and on motion of Gaye McKee, seconded by the Board, the meeting was adjourned.
