THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION AT 10:00 A.M. ON SEPTEMBER 3, 2009 AT 201 BELVIEW ROAD, LEESVILLE, LOUISIANA.  PRESIDENT WOODS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.

 

The meeting was opened in prayer by Gene Haymon.

 

The Pledge of Allegiance was led by Gene Haymon.

 

On motion of Mel Harris, seconded by Vernon Travis, the Board voted to approve the minutes of the August 11, 2009 regular meeting and dispense with the reading of the minutes.

 

Mr. James Williams, Transportation Director, on behalf of Edwards Risk Management recognized Lavena McDade, bus driver at Rosepine, as Bus Driver of The Year.   She was presented with a certificate and jacket from Edwards Risk Management and congratulated by the Board for a job well done.

 

On motion of Vernon Travis, seconded by Mark Smith, the Board voted to receive bids for copier paper.  Bids were received as follows:

On motion of Mel Harris, seconded by Gaye McKee, the Board voted to accept the low bid from Domtar-RIS for $26.59 per case if that bid meets specifications.

 

On motion of Mark Smith, seconded by Randi Gleason, the Board voted to adopt the 2009 millage rates.

 

VERNON PARISH SCHOOL BOARD

 

                      BE IT RESOLVED by the VERNON PARISH SCHOOL BOARD District of the Parish of Vernon, Louisiana, in a public meeting held on September 3, 2009, and conducted in accordance with the open meeting law, the District voted to levy millage rates on all taxable property shown on the official assessment roll for the year 2009, and, when collected, the revenues from said taxes shall be used for the specific purposes for which said taxes have been levied; said millage rate(s) are as follows:

                      BE IT FURTHER RESOLVED that the Assessor of the Parish of Vernon shall extend upon the assessment roll for the year 2009 the taxes herein levied, and the tax collector of said parish shall collect and remit the same to said District in accordance with law.

 

                     The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by no less than a two-thirds majority of the total membership of the taxing authority in favor as required by Paragraph (B) of Section 23 of Article VII of the 1974 Louisiana Constitution, and Paragraph (B) of Section 1705 of Title 47 of the Louisiana Revised Statutes of 1950, the vote being as follows:

On motion of Beryl Ford, seconded by Gaye McKee, the Board voted to advertise for bids to sell the central office lobby furniture.

 

On motion of Mike Perkins, seconded by Vernon Travis, the Board voted to advertise for bids to purchase an activity bus for Pitkin High School.

 

Mark Smith reported that the Finance Committee had met and reviewed the 2009-2010 consolidated budget and the final budget for 2008-2009.  The Finance Committee will ask for Board approval at the Tuesday, September 8, 2009 Board meeting.

 

Mark Smith reported that the Salary/Personnel Committee had met and reviewed the personnel changes for September and would make its recommendation to the full Board at the September 8, 2009 Board meeting.  The committee also recommended that authorization be given to Superintendent Self and Tim Ward to devise a job description for a ½ time finance and ½ time personnel position.  This is for a job description only and not a vacancy.  On motion of Mark Smith, seconded by Mel Harris, the Board approved this authorization.

 

In other business, Superintendent Self reported that our enrollment had increased since this time last year. 

 

On motion of Mark Smith, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Richard Carter who recently passed away; and

            WHEREAS, Mr. Carter was an educator for forty-five years, retiring from Leesville High School in May of 2009; and

            WHEREAS, Mr. Carter touched many lives in Vernon Parish and he will be greatly missed by his family and friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of Randy Martin, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board take this means to express their condolences to the family of Erma Rae ”r;Pat” Perkins who recently passed away; and

            WHEREAS, Mrs. Perkins was a retired bus driver from Vernon Parish and was an avid fan of the Pickering Red Devils; and

            WHEREAS, Mrs, Perkins was a lifelong resident of the Leesville-Pickering area and she will be greatly missed by her family and friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Gaye McKee, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board take this means to express their condolences to the family of Timothy Gill who recently passed away; and

            WHEREAS, Mr. Gill was the son of Deloris Cromp, custodian at Rosepine Elementary School; and

            WHEREAS, Mr. Gill was a resident of Rosepine and he will be greatly missed by his friends and family; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of Gene Haymon, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the Vernon Parish School Board wishes to express their sympathy to the family of Jimmy Lukasik who recently passed away; and

            WHEREAS, Mr. Lukasik was a deputy for the Vernon Parish Sheriff’s Office; and

            WHEREAS, Mr. Lukasik was a longtime resident of Vernon Parish and he will be sadly missed by his many friends and family; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of Ricky Reese, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the Vernon Parish School Board wishes to express their sympathy to the family of Virginia Midkiff who recently passed away; and

            WHEREAS, Mrs. Midkiff was a retired teacher from Vernon Parish; and

            WHEREAS, Mrs. Midkiff was a former resident of the Vernon Parish area and she will be greatly missed by her family and friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Mark Smith, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Jack Stanly who recently passed away; and

            WHEREAS, Mr. Stanly was the brother of Finly Stanly and Clara Spence, both retired employees of the Vernon Parish School Board; and

            WHEREAS, Mr. Stanly taught on the college level for forty two years and he will be sadly missed by his many friends and family; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
