THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION AT 10:00 A.M., AT 201 BELVIEW ROAD, LEESVILLE, LOUISIANA.  PRESIDENT WOODS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.

 

The meeting was opened in prayer by Pastor Bill Hines.

 

The Pledge of Allegiance was led by Ricky Reese.

 

On motion of Mel Harris, seconded by Randi Gleason, the Board voted to approve the minutes of the March 10, 2009 regular meeting and dispense with the reading of the minutes.

 

Presentations were made by the following applicants for Headstart Director:

 

                    Curtis Clay                               Natalie Welch

                    Kevin Dowdle                          Carlotta Williams

 

Headstart Director will be named on April 7, 2009.

 

On motion of Gaye McKee, seconded by Mark Smith, the Board voted to name school employees for 2009-2010.

 

On motion of Gene Haymon, seconded by Ricky Reese, the Board voted to receive bids for an activity bus at Hicks High School.  One bid was received as follows:

 

Ross Bus Sales             $76,463.00

 

On motion of Gene Haymon, seconded by Mel Harris, the Board voted to take this bid under advisement.

 

On motion of Ricky Reese, seconded by Gene Haymon, the Board voted to receive bids for a metal building kit for maintenance/nurses building.  Bids were received as follows:

 

Ruffin Building Systems                    $49,155.00

 

General Steel                                        $58,708.00

 

The Migues DeLoach Company       $45,124.00

 

On motion of Mark Smith, seconded by Mel Harris, the Board voted to take these bids under advisement.

 

On motion of Gene Haymon, seconded by Beryl Ford, the Board voted to advertise for bids to sell a 1984 activity bus at Hicks High School.

 

On motion of Vernon Travis, seconded by Mark Smith, the Board voted to advertise for bids to sell two deep fat fryers.

 

Mark Smith reported that the Salary/Personnel Committee had met and reviewed the personnel changes for April and would make its recommendation to the Board on Tuesday, April 7, 2009.  The salary scale for substitute employees was discussed and the committee recommended that Superintendent Self review the current scale and report back to the committee on May 7, 2009. 

 

In other business Superintendent Self stated that the proposed school calendar was in their folders and that approval of this school calendar for 2009-2010 would be on the agenda for April 7, 2009.  Superintendent Self also reminded the Board members of the Maintenance Committee meeting on April 7th at 8:30AM and the Transportation Committee meeting at 9:00AM.

 

On motion of Mel Harris, seconded by Vernon Travis, the Board voted to adopt a resolution to the Louisiana Legislators opposing any legislation changing the responsibilities of local school boards.

 

R E S O L U T I O N

 

            WHEREAS, the Vernon Parish School Board members are elected by the citizens to represent all facets of the respected communities, with this being designed as part of the checks and balances necessary to sustain our democracy; and

 

            WHEREAS, the single focus of school board members on the needs of the children in their communities provides connectivity, at the grass roots, to make decisions that are strongly colored by local conditions that mitigate against strong central authority; and

 

            WHEREAS, the Vernon Parish School Board does oppose any legislation to change or diminish the rights, duties, and responsibilities of local school boards to manage the educational process of the children

they represent; now\

 

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this Resolution be sent to the Louisiana Legislators.

 

On motion of Mel Harris, seconded by Randi Gleason, the Board adopted the following resolution:

 

R E S O L U T I O N

 

To urge and request that the Governor and the Louisiana Board of Regents fully fund the LSU AgCenter (LSUAC) at the 2008-09 level of state appropriations due to the critical economic development and educational services they provide in all 64 Louisiana parishes.

 

WHEREAS, agricultural research developed through the Experiment Stations and delivery of research through the Cooperative Extension Service is vital and necessary to provide the technology to help farmers and ranchers provide a high quality, safe and affordable food supply for Louisiana people, and

 

WHEREAS, agricultural research and cooperative extension outreach is vital and necessary to provide the technology to support agricultural production and development related jobs in Louisiana, an industry worth over $30 Billion to the Louisiana economy, and 

 

WHEREAS, the AgCenter's 20 off campus research stations provide core research support for Louisiana farmers and ranchers, and

 

WHEREAS, the AgCenter's  Cooperative Extension Service is a parish partner providing research-based information to farmers, ranchers, and citizens throughout the state through  64 parish-based offices that are provided by local government, and

 

WHEREAS, over 130 local police juries, consolidated governments, school boards, district attorney's and sheriffs in Louisiana are currently participating in and supporting cooperative agreements with the LSU AgCenter supporting Parish level programs, and

 

WHEREAS, the LSU AgCenter implements a very effective 4-H youth development program impacting over 225,000 children in all 64 parishes. This program is vital to the education and life skill development of Louisiana youth; and

 

WHEREAS, the AgCenter's family and consumer Science programs provide critical information to families on nutrition, healthy lifestyles, financial management, and childhood development, and

 

WHEREAS, through this partnership, research-based information is developed and transferred through an effective system in every parish using grass roots advisory councils that identify local needs, based on citizen involvement, 

 

NOW, THEREFORE BE IT RESOLVED, the Louisiana Police Jury Association recommends full funding for the LSU AgCenter (LSUAC) at the July 1, 2008 funding level of state appropriations and encourages the Governor, state legislators, and the Louisiana Board of Regents to support and take action to meet the request outlined in this resolution.

 

On motion of Gene Haymon, seconded by Beryl Ford, the Board voted to advertise for an assistant principal at Hicks High School

 

On motion of Mike Perkins, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Elsie Johnson who recently passed away; and

 

            WHEREAS, Mrs. Johnson was a retired bus driver from Vernon Parish was the wife of Travis Johnson, mother of Charlie Johnson and Sherry Jeter, and the sister of Faye Johnson; and

 

            WHEREAS, Mrs. Johnson was a longtime resident of Pitkin and she will be sadly missed by her family and friends; now

 

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Mike Perkins, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board wish toexpress their condolences to the family of Opal Lambright who recently passed away; and

 

            WHEREAS, Mrs. Lambright was the mother of Diane Thompson, Earlene Deters, and Patricia Johnson and the grandmother of Brian Thompson, Hope McAlister, and Tammy Lambright; and

 

            WHEREAS, Mrs. Lambright was a resident of Pitkin, a longtime supporter of Pickering High School, and she will be greatly missed by her friends and family; now

 

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Gaye McKee, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Maudeen Cryer James who recently passed away; and

 

            WHEREAS, Mrs. James was the mother-in-law of Steve Thomas, Assistant Principal at Rosepine High School; and

 

            WHEREAS, Mrs. James was a resident of Rosepine and she will be greatly missed by her family and friends; now

 

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sorrow.

 

On motion of Gaye McKee, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the Vernon Parish School Board takes this means to express their sympathy to the family of Glenn Smith who recently passed away; and

 

            WHEREAS, Mr. Smith was the uncle of Jeff Smith and Lanette Nolen, both teachers at Rosepine; and

 

            WHEREAS, Mr. Smith was a resident of Merryville and he will be greatly missed by his friends and family; now

 

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of Mark Smith, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of David Dunn who recently passed away; and

 

            WHEREAS, Mr. Dunn was an avid supporter of Vernon Parish Schools; and

 

            WHEREAS, Mr. Dunn was a longtime resident of Leesville and he will be greatly missed by his many friends and family; now

 

            BE IT THEREFORE REOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of Mark Smith, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Gaillard "Gail" Alvin Freimark who recently passed away; and

 

            WHEREAS, Mr. Freimark was an avid supporter of Vernon Parish Schools; and

 

            WHEREAS, Mr. Freimark was a longtime resident of Leesville and he will be greatly missed by his friends and family; now

 

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
