THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR
SESSION AT 10:00 A.M. ON SEPTEMBER 7, 2006, AT 201 BELVIEW ROAD, LEESVILLE,
LOUISIANA. PRESIDENT PYNES CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Dr. Cynthia A. Gillespie, Secretary of the Board.
The meeting was opened in prayer by Mark Smith.
The Pledge of Allegiance was led by John Burns.
On motion of Gaye McKee, seconded by Randy Martin, the Board voted to approve and dispense with the reading of the minutes of August 8, 2006.
Members of the Leesville High School JROTC were given certificates for their performance at the National High School Drill Team Championship in Florida. Superintendent Gillespie congratulated these students for their accomplishment.
Mark Smith reported that the Finance Committee had met and reviewed the budget for 2006-2007 and the final budget for 2005-2006 and recommended approval for these budgets. On recommendation of Superintendent Gillespie, and on motion of Mark Smith, seconded by Randy Martin, the Board voted to
approve to 2006-2007 budget and the final 2005-2006 budget.
BUDGET RESOLUTION
The following resolution was offered by Mark Smith and seconded by Randy Martin.
A resolution adopting, finalizing, and implementing the General Fund, Special Revenue, and Debt Service Fund Budgets of the Vernon Parish School Board for the fiscal year beginning July 1, 2006 and ending June 30, 2007, which was accompanied by a budget adoption resolution; and
WHEREAS, the proposed General Fund and the Special Revenue Fund Budgets and the accompanying budget adoption resolution have been submitted to this School Board for review and consideration; and
WHEREAS, notice of the public hearing on the proposed General Fund and Special Revenue Fund Budget, notice of the availability of the proposed budgets for review at such hearing and a general summary of the proposed budgets have been timely published in the Leesville Daily Leader; and
WHEREAS, a public hearing on the proposed General Fund and Special Revenue Fund Budgets has now been reviewed and considered; now
THEREFORE BE IT RESOLVED by the School Board that the proposed General Fund and Special Revenue Budgets are hereby approved, adopted, and finalized.
BE IT FURTHER RESOLVED actual revenues, expenditures and fund balances for the year ended June 30, 2006 are hereby adopted as the amended budgets for the year, in compliance with the requirements of the state law.
BE IT FURTHER RESOLVED that the Secretary-Treasurer of the School Board, Cindy Gillespie, or her successor, is hereby authorized and in her sole discretion, to make such changes within the various budget classifications as she may deem necessary provided that any reallocation of funds affecting in excess of five percent (5%) of the projected revenue collections must be approved in advance by action of the School Board at a meeting duly noticed and convened.
BE IT FURTHER RESOLVED that the Superintendent of the School Board, Cindy Gillespie, or her successor, in her capacity as chief administrative officer of the School Board, is hereby directed to advise the School Board in writing when:
1. Revenue collections plus projected revenue collections for the remainder of the year, within a fund, are failing to meet estimated annual budgeted revenues by five percent (5%) or more, or
2. Actual expenditures plus projected expenditures for the remainder of the year, within a fund, are exceeding the estimated budgeted expenditures by five percent (5%) or more, or
3. The actual beginning fund balance, with a fund, fails to meet the estimated beginning fund balance of five percent (5%) or more, and the fund balance is being used to fund current year expenditures.
BE IT FURTHER RESOLVED that the Secretary-Treasurer of the School Board, Cindy Gillespie, or her successor, shall certify completion of all actions required by Louisiana R.S. 39:1306 by publishing a notice of the minutes of the meeting in the Leesville Daily Leader.
This Resolution having been submitted to a vote, the vote thereon was as follows:

Mark Smith reported that the Salary/Personnel Committee had met and reviewed the personnel changes for September, 2006 and would make its recommendation to the Board at the Tuesday, September 12, 2006 meeting. Mr. Smith reminded the Board members to review the transaction list before the next meeting.
In other business, Beryl Ford discussed the improvements that have been made at Evans High School and invited all the Board members to Evans High.
Discussion was held regarding a visit to all the schools by the Board. On motion of Beryl Ford, seconded by Gene Haymon, the Board voted to schedule visits to the schools coinciding with board meeting dates. Superintendent Gillespie will schedule dates for each school visit.
Superintendent Gillespie reviewed the Vernon Parish Police Jury's guidelines for bus turn-arounds and the effect this would have on the budget.
Superintendent Gillespie also reviewed the Legislative Highlights regarding education. Superintendent Gillespie shared information regarding the i-Leap scores and stated that Vernon Parish had done very well. Superintendent Gillespie also reminded the Board of the September 12, 2006 Board meeting at 5:00 PM and of the Insurance Committee meeting at 4:00PM.
On motion of Mike Perkins, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board take this means to express their condolences to the family of Bobby Cutrer who recently passed away; and
WHEREAS, Mr. Cutrer was the father of Kim Nugent, Vocational Supervisor, at the Central Office; and
WHEREAS, Mr. Cutrer was a longtime resident of Ponchatoula, Louisiana and will be sadly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Board requests a copy of this memorial resolution be sent to Kim and her family at this time of sorrow.
On motion of Gene Haymon, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Leon Poe, who recently passed away; and
WHEREAS, Mr. Poe was the father of Paul Poe, Principal at the Gates Program, Sandra Chaney, teacher at Hicks High School and Don Poe, teacher at North Polk Elementary, and father-in-law of Donnis Poe, teacher at Leesville High School, and
WHEREAS, Mr. Poe was a lifelong resident of Vernon Parish, a minister for fifty-eight years, and was a long-time educator. He will be sadly missed by his family and friends; now
BE IT THEREFORE RESOLVED, that the Board requests a copy of this memorial resolution be sent to his family at this time of sorrow.
On motion of Gene Haymon, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their condolences to the family of Huey Kirkpatrick who recently passed away; and
WHEREAS, Mr. Kirkpatrick was a former school bus driver for Vernon Parish; and
WHEREAS, Mr. Kirkpatrick was a lifelong resident of Vernon Parish and will be sadly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sorrow.
On motion of Gene Haymon, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Yvonne DeLacerda Fontenot who recently passed away; and
WHEREAS, Mrs. Fontenot was the sister-in-law of Charolette DeLacerda, secretary at Simpson High School; and
WHEREAS, Mrs. Fontenot was a longtime resident of Vernon Parish and will be sadly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Mark Smith, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Rodney Balthrop who recently passed away; and
WHEREAS, Rodney Balthrop was the brother of Charles Balthrop, Principal at South Polk Elementary School; and
WHEREAS, Rodney Balthrop was a resident of Ponca City, Oklahoma and will be sadly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to Charles Balthrop and his family at this time of sorrow.
On motion of Gaye McKee, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to take this means to express their sympathy to the family of Kenneth Harper who recently passed away; and
WHEREAS, Mr. Harper was mayor of Rosepine; and
WHEREAS, Mr. Harper was a lifetime resident of the area and will be sadly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Board requests a copy of this memorial resolution be sent to his wife and family at this time of sorrow.
On motion of Gaye McKee, seconded by the Board, the Board adopted thefollowing memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Isaac Ross who recently passed away; and
WHEREAS, Mr. Ross was the brother of Lydia McKee, retired Rosepine High School secretary, the uncle of Nona Jeane, teacher at Rosepine High School and Michele Goins, teacher at Anacoco Elementary School; and
WHEREAS, Mr. Ross was a resident of Oklahoma City, Oklahoma and will be
sadly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sorrow.
On motion of Maxine Gunn, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to take this means to express their condolences to the family of Eva Poland who recently passed away; and
WHEREAS, Mrs. Poland was a retired cafeteria worker for Vernon Parish with fifteen years of dedicated service; and
WHEREAS, Mrs. Poland was a longtime resident of Vernon Parish and will be sadly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
There being no further business, on motion of Gaye McKee, seconded by the Board, the meeting was adjourned.
