THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR
SESSION ON JULY 6, 2006 AT 10:00 A.M., AT 201 BELVIEW ROAD, LEESVILLE,
LOUISIANA. PRESIDENT PYNES CALLED THE MEETING TO ORDER.
WILLIE DEON ADMINISTERED THE OATH OF OFFICE TO JOHN C. BURNS, DISTRICT 1
BOARD MEMBER.
ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Dr. Cynthia A. Gillespie, Secretary of the Board.
The meeting was opened in prayer by Beryl Ford.
The Pledge of Allegiance was led by Gaye McKee.
Superintendent Gillespie welcomed Gloria Holland, Fort Polk Liaison Officer.
On motion of Gaye McKee, seconded by Gene Haymon, the Board voted to approve and dispense with the reading of the minutes of the 5:00PM meeting of June 6, 2006.
On motion of Mark Smith, seconded by Ricky Reese, the Board voted to approve and dispense with the reading of the minutes of the 6:00PM meeting on June 6, 2006.
On motion of Gene Haymon, seconded by Gaye McKee, the Board voted to approve and dispense with the reading of the minutes of the special called meeting on June 20, 2006.
On motion of Gaye McKee, seconded by Maxine Gunn, the Board voted to receive bids for bread for 2006-2007. Two bids were received as follows:
Interstate Brands for $1.49 for white bread, $1.49 for hamburger buns, and $1.49 for hot dog buns; and Flowers for $1.71 for white bread, $1.71 for hamburger buns, and $1.71 for hot dog buns.
On motion of Mark Smith, seconded by Beryl Ford, the Board voted to accept the low bid from Interstate Brands for bread for the 2006-2007 school year.
On motion of Ricky Reese, seconded by Mark Smith, the Board voted to receive bids for milk and juice for 2006-2007. Two bids were received as follows:
Foremost Dairy for 27.5 cents for whole milk, 27.5 cents for 1&1/2% lowfat chocolate milk, 27.5 cents for 1% lowfat milk, and 19 cents for orange juice; and Milk Products for 29.5 cents for whole milk, 29.5 cents for 1&1/2% lowfat chocolate milk, and 29 cents for 1% lowfat milk, and 22.5 cents for orange juice.
On motion of Ricky Reese, seconded by Gaye McKee, the Board voted to accept the low bid from Foremost Dairy for milk and juice for the 2006-2007 school year.
On motion of Gene Haymon, seconded by James Armes, the Board voted to receive bids for the purchase of One Million Five Hundred Seventy Thousand Dollars ($1,570, 000) of General Obligation School Bonds, Series 2006, of Ward Eight Wardwide School District 151 of the Parish of Vernon, Louisiana,
and providing for other matters therewith. Lonnie Bewley representing Foley & Judell stated that no bids were received other than the proposal from Rural Development
On recommendation of Superintendent Gillespie, and on motion by Gene Haymon, seconded by James Armes, the Board authorized the incurring of debt and issuance of One Million Five Hundred Seventy Thousand Dollars (1,570,000) of General Obligation School Bonds, Series 2006, of Ward Eight Wardwide School District No. 151 of the Parish of Vernon, Louisiana; prescribing the form, terms and conditions of said Bonds; designating the date, denomination and place of payment of said Bonds; providing the payment thereof in principal and interest; and providing for other matters in connection therewith.
On recommendation of Superintendent Gillespie, and on motion by Randy Martin, seconded by Mike Perkins, the Board voted to name Kevin Lambright as principal of Pickering High School.
Mark Smith reported that the Salary/Personnel Committee had met and reviewed the personnel changes for July and would make its recommendation to the Board at the Tuesday, July 11, 2006 Board meeting.
On motion of Mark Smith representing the Salary/Personnel Committee, seconded by Gaye McKee, the Board voted to approve the Headstart Pay Scales for future hirees.
On motion of Gene Haymon representing the Insurance Committee, seconded by Mark Smith, the Board voted to change administrative services for workman's compensation to CAS in Tyler, Texas.
In other business, Superintendent Gillespie noted the letter she received from Sports Network International in regard to Leesville High School JROTC Drill Team. The Drill Team traveled to Florida recently and their talent as well as their behavior was recognized as being outstanding.
RESOLUTION FOR LEESVILLE HIGH SCHOOL JROTC DRILL TEAM
On motion of Randy Martin, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sincere condolences to the family of Verna Lea Self who recently passed away; and
WHEREAS, Mrs. Self was the mother of Jackie Self, Assistant Superintendent of the Vernon Parish Schools, and the mother-in-law of Michelle Self, teacher at North Polk Elementary School; and
WHEREAS, Mrs. Self was a long-time resident of Leesville, and she will be sadly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of James Armes , seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the Vernon Parish School Board takes this means to express their condolences to the family of Reverend Homer Fondren who recently passed away; and
WHEREAS, Reverend Fondren was the husband of Joy Fondren, former teacher at Anacoco and the father of Melissa Gage, former teacher in Vernon Parish; and
WHEREAS, Reverend Fondren was a long-time resident of Vernon Parish and pastor of Old Anacoco Baptist Church for thirty nine years, and will be sadly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Randy Martin, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the Vernon Parish School Board wishes to express their sympathy to the family of Donald Dailey who recently passed away; and
WHEREAS, Mr. Dailey was the husband of Roxann Dailey, teacher at Vernon Middle School, and the father of Jessica Haymon, paraprofessional at Vernon Middle School; and
WHEREAS, Mr. Dailey was a long-time resident of the Leesville Vernon Parish area and will be sadly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Board requests a copy of this memorial resolution be sent to his family at this time of sorrow.
