THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION, JULY 12, 2005 AT 10:00 A.M., AT 201 BELVIEW ROAD, LEESVILLE, LA. VICE-PRESIDENT PYNES CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie Self, Assistant Superintendent, sitting in for Dr. Cynthia Gillespie who was attending a Superintendent’s Conference.

 

The meeting was opened in prayer by Ricky Reese.

 

The Pledge of Allegiance was led by Randy Martin.

 

On motion of Philip Gunn, seconded by Gaye McKee, the Board voted to approve and dispense with the reading of the minutes of July 7, 2005.

 

On recommendation of Superintendent Gillespie, at the Salary/Personnel Committee meeting on July 7th, and on motion of James Armes, seconded by Randy Martin, the Board to approve the following resignations:

On motion of Ricky Reese, seconded by Betty Westerchil, the Board voted to approve budget amendments related to personnel changes.

 

Mr. Self introduced and welcomed Colonel Harry McCloud, ROTC program instructor at Leesville High School. Colonel McCloud gave a brief overview of the program and cited some of its many accomplishments and its goals for the future. Chloe Trobridge, Battalion Commander and overall drill team commander (Rank: Cadet LTC), explained further the structure and functions of Leesville High School’s JROTC and its outstanding rankings and accomplishments in various competitions, including the honor of attending the Nationals high school drill team championships. Other students in attendance were: Elizabeth Moore, Executive Officer and Unarmed drill Team Commander, Nathan Tillotson, Armed Drill team Commander, and Cristal Williams, Color guard Commander

 

On motion of Philip Gunn, seconded by the Board, the Board voted to write a letter of recommendation and appreciation to Colonel McCloud and the JROTC program..

 

On motion of Gaye McKee, seconded by Betty Westerchil, the Board voted to approve the 2005-06 Pupil Progression Plan.

 

On motion of Gaye McKee, seconded by B.R. Harvey, the Board voted to open bids on classroom furniture for Rosepine additions. Bids received are as follows:

On motion of Philip Gunn, seconded by James Armes, the Board voted to accept the low bid of Cotton’s Holsum.

 

On motion of B.R. Harvey, seconded by Betty Westerchil, the Board voted to open bids on two used portable buildings at Pitkin School. The only bid received was submitted by John Moore in the amount of $100.00 for each building.

 

On motion of Mr. Harvey, seconded by Mr. Armes, the Board voted to accept Mr. Moore’s bid.

 

In other business, Mr. John Norris, the Board’s Property and Liability Insurance consultant, explained that the Board’s Machinery Breakdown Insurance was due to expire on August 1st. He presented a compiled list of quotes he had received from local insurance agents.

 

On recommendation of Mr. Norris and on motion of Ricky Reese, Vernon Parish Insurance Committee chairperson, seconded by Randy Martin, the Board voted to accept the low quote of Snowden Insurance for Machinery Breakdown Insurance coverage.

 

On motion of Ricky Reese, seconded by the Board, the Board adopted the following memorial resolution:

R E S O L U T I O N

                                WHEREAS, the Vernon Parish School Board was deeply saddened by the recent death of Mrs. Mildred Youngblood, retired educator; and

                                WHEREAS, Mrs. Youngblood was the mother of Mrs. Towanda Willrodt, assistant principal at Anacoco High School and Mrs. Adonna Elliott, retired teacher at Anacoco Elementary School, and the aunt of Mrs. Quinda Bennett, personnel secretary at the central office; and

                                WHEREAS, Mrs. Youngblood was an extraordinary educator and her love for teaching and counseling, her enthusiasm, her youthful and happy attitude, and her knowledge and expertise were among her attributes that made her a favorite and a credit to the educational profession; now

                                BE IT THEREFORE RESOLVED that the Board requests a copy of this memorial resolution, along with its heartfelt condolences, be sent to Mrs. Willrodt, Mrs. Elliott, and Mrs. Bennett and their family at this time of bereavement.

 

On motion of Ricky Reese, seconded by the Board, the Board adopted the following memorial resolution:

R E S O L U T I O N

                                WHEREAS, the Vernon Parish School Board takes this means to express its heartfelt condolences to the family of Mr. William ”r;Billy” McGraw, retired principal at Hornbeck High School, and the grandfather of Mrs. Jennifer Carroll, teacher at Anacoco Elementary School; and

                        WHEREAS, Mr. McGraw was a well-respected and beloved educator and administrator who dedicated many years of service to the students and families of the Hornbeck community. He will surely be missed by his family and friends; now

BE IT THEREFORE RESOLVED that the Board requests a copy of this memorial resolution be sent to Mrs. Carroll and her entire family at this time of bereavement.

 

On motion of Philip Gunn, seconded by Gaye McKee, the Board voted to authorize the president and secretary to pay the claims.

  

There being no further business, on motion of Gaye McKee and seconded by the Board the meeting was adjourned.
