THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION, JULY, 10, 2003 AT, 10:00 A.M., AT 201 BELVIEW ROAD, LEESVILLE, LA. PRESIDENT FARRIS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Dr. Cynthia Gillespie, Secretary of the Board.

 

The meeting was opened in prayer by Gaye McKee.

 

The Pledge of Allegiance was led by Gene Haymon.

 

 On motion of Mark Smith, seconded by James Armes, the Board voted to approve and dispense with the reading of the minutes of June 10, 2003.

 

On recommendation of Superintendent Gillespie and on motion of Gaye McKee, seconded by Randy Martin, the Board to approve the attached resignations.

On recommendation of Superintendent Gillespie and on motion of Randy Martin, seconded by Gaye McKee, the Board voted to approve the attached requests for a leave without pay.

On recommendation of Superintendent Gillespie and on motion of Mark Smith, seconded by Betty Westerchil, the Board voted to approve the attached employee transfers.

On recommendation of Superintendent Gillespie and on motion Betty Westerchil, seconded by Gaye McKee, the Board voted to approve the attached list of new employees.

On motion of Gaye McKee, seconded by Randy Martin, the Board voted to approve budget amendments related to personnel changes.

 

On motion of Ricky Reese, seconded by Randy Martin, the Board voted to name Dwain Ducote as assistant principal at Hornbeck High School.

 

Tom Neubert recognized Support Personnel-of- the-Year at the high school, middle school and elementary school levels, as follows:  Gina Jackson, bus driver at Rosepine High School, Lori Glaze, aide at Leesville Jr. High School, and Polinette Gilbert, aide at East Leesville Elementary School. Each has been nominated at the State level.

 

Tom Neubert discussed the need for an additional Licensed Practical Nurse for the school system and reported that because of many special needs students, Mrs. Dottie Neugebauer, Director of Special Education, will provide funding for the new position through the Special Education program. The Board will vote on recommendations at the Tuesday, July 15th board meeting.

 

On motion of Mark Smith, seconded by Gaye McKee, the Board voted to receive bid's for the sale of Pitkin School bonds.

 

Mr. Lonnie Bewley, the Board's bonding attorney, announced that Morgan, Keegan and Company submitted the only bid received for the purchase of Pitkin School District bonds at a 4.61 interest rate. Mr. Bewley recommended that the Board reject the bond and authorize him to work with Superintendent Gillespie and Finance Director, Bill Endris to negotiate for the best interests rate.

 

On motion of Mark Smith, seconded by Ricky Reese, the Board voted to approve Mr. Bewley's recommendation to reject the bid and negotiate for the best interest rate.

 

On motion of James Armes, seconded by Randy Martin, the Board voted to award the low bid, that met specifications, for a warehouse forklift to Industrial Truck Lift, in the amount of $14,500.00.

 

On motion of Randy Martin, seconded by Gaye McKee, the Board voted to receive bids on milk for the parish schools for 2003-04. Bids received are as follows:

On motion of Gene Haymon, seconded by Randy Martin, the Board voted to award the low bid to Foremost.

 

On motion of Gaye McKee, seconded by James Armes, the Board voted to receive bids on bread for the parish schools for the 2003-04 school year. Bids received are as follows:

On motion of James Armes, seconded by Mark Smith, the Board voted to award the low bid to Evangeline.

 

On motion of Betty Westerchil, seconded by Gaye McKee, the Board voted to receive bids on miscellaneous used equipment at Vernon Middle School. No bids were received and on motion of Mark Smith, seconded by Betty Westerchil, the Board voted to authorize Mr. Endris and the principal, Mrs. Sammie May, to dispose of the equipment.

 

On motion of Mel Harris, seconded by James Armes, the Board voted to advertise for bids for an activity bus at Leesville High School.

 

On motion of Gaye McKee, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

                                WHEREAS, the members of the Vernon Parish School Board take this means to express their heartfelt condolences to the family of Ms. Ann Barrington, of Rosepine, who recently passed away; and

                                WHEREAS, Ms. Barrington was the aunt of Mr. Steve Thomas, assistant principal at Rosepine High School, and she will be sadly missed by her family and friends; now

                                BE IT THEREFORE RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mr. and Mrs. Thomas and their family at this time of bereavement.

               

On motion of Gaye McKee, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

                                WHEREAS, the Vernon Parish School Board wishes to express its heartfelt sympathies to the family of Mrs. Okla North, retired teacher at Rosepine, who recently passed away; and

                                WHERAS, Mrs. North was a dedicated and loyal employee who was devoted to teaching and guiding young people. She will be sadly missed by her family and friends; now

                                BE IT THEREFORE RESOLVED, that the Board requests a copy of this memorial resolution be sent to Mrs. North's son, Mr. James Earl North, and his family at this time of sorrow.                        

 

On motion of Gene Haymon, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

                                WHEREAS, the members of the Vernon Parish School Board take this means to express their sincere condolences to the family of Mr. Glenn Stewart, of Simpson, who recently passed away; and

                                WHEREAS, Mr. Stewart was a lifelong resident of Simpson and was serving the citizens of the Simpson community as chief of police at the time of his death;

                                THEREFORE BE IT RESOLVED, that this Board request a copy of this memorial resolution be sent to Mrs. Stewart and her family at this time of sorrow.

 

On motion of Betty Westerchil, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

                                WHEREAS, the Vernon Parish School Board records with grief and sorrow the recent death of Mr. C.A. Hughes, retired educator and former District One board member; and

                                WHEREAS, Mr. Hughes, in his fifty two year career, was a credit to the educational community having served Vernon Parish students and families as teacher, coach, principal and board member. He will be sadly missed by his family, friends, and this Board; now

                                BE IT THEREFORE RESOLVED; that the Board wishes to express its heartfelt condolences to Mrs. Mary Hughes and her family and requests a copy of this memorial resolution be sent to them.

 

On motion of Betty Westerchil, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

                                WHEREAS, the Vernon Parish School Board were deeply saddened by the recent, untimely death of Michael Karmales, a longtime resident of Leesville and a 1992 graduate of Leesville High School; and

                                WHEREAS, Michael's mother, Mrs. Denise Karamales, is a former educational diagnostician at the central office Special Education Department, and he was also the grandson of Mrs. Dee Van Dine, secretary at Leesville High School and the nephew of Mrs. Cheryl Browning, counselor at Leesville Jr. High School, Mrs. Liz Van Dine, teacher at East Leesville Elementary School and Mrs. Vickie Karamales, teacher at Vernon Middle School; now

                                BE IT THEREFORE RESOLVED, that the Board takes this means to express their heartfelt sympathies to Mike and Denise Karamales and the entire family and request a copy of this memorial resolution be sent to them at this time of sorrow.

 

On motion of Mark Smith, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

                                WHEREAS, the members of the Vernon Parish School Board wish to express their sincere condolences to the family of Mrs. Judy Ball, retired Vernon Parish teacher, who recently passed away; and

                                WHEREAS, Mrs. Ball devoted many years of loyal and dedicated service to the teaching profession and was a credit to the educational community. She will be sadly missed by her family and friends; now

                                BE IT THEREFORE RESOLVED, that the Board requests a copy of this memorial resolution be sent to Mrs. Ball's family at this time of bereavement.

 

On motion of Mark Smith, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

                                WHEREAS, the members of the Vernon Parish School Board take this means to express their heartfelt sympathies to the family of Mrs. Regina Kreyenbuhl, of Leesville, who recently passed away; and

                                WHEREAS, Mrs. Kreyenbuhl was the mother of Mrs. Janice Hildebrand, payroll clerk at the central office and the mother-in-law of Mrs. Dana Kreyenbuhl, teacher at North Polk Elementary School; and

                                WHEREAS, Mrs. Kreyenbuhl was a loving and caring person and she will be sadly missed by her family and friends; now

                                BE IT THEREFORE RESOLVED, that the Board requests a copy of this memorial resolution be sent to Mrs. Hildebrand and Mrs. Kreyenbuhl and their family at this time of sorrow.
