THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION, OCTOBER 8, 2002, AT, 5:00 P.M., AT 201 BELVIEW ROAD, LEESVILLE, LA. PRESIDENT REESE CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

The meeting was opened in prayer by Ted Paris.
The Pledge of Allegiance was led by C.A. Hughes.
On motion of Murphy O'Banion, seconded by Jane Holton, the Board voted to approve and dispense with the reading of the minutes of September 10, 2002.
On recommendation of Superintendent Gillespie and on motion of Philip Gunn, seconded by Willis Farris, the Board voted to approve the attached resignations.

On recommendation of Superintendent Gillespie and on motion of B.R. Harvey, seconded by Philip Gunn, the Board voted approve the attached employee termination:

On recommendation of Superintendent Gillespie and on motion of Willis Farris, seconded by Gaye McKee, the Board voted to approve the attached sabbatical leave request.

On recommendation of Superintendent Gillespie and on motion of Ted Paris, seconded by W.W. Parker, the Board voted to approve the attached request for a leave without pay.

On recommendation of Superintendent Gillespie and on motion of Gaye McKee, seconded by Philip Gunn, the Board voted to approve the attached employee transfers.

On recommendation of Superintendent Gillespie and on motion W.W. Parker, seconded by Philip Gunn, the Board voted to approve the attached list of new employees.

On motion of Willis Farris, seconded by Philip Gunn, the Board voted to advertise for bids to purchase a truck for the Maintenance Department.
W.W. Parker, in his report from the Transportation Committee, presented the following proposed compensation for activity and field trips: Driver owned buses, $1.50 per mile with a recommended minimum of $60.00 and for school owned buses, $9.00 per hour and trips over 8 hours or overnight will be negotiated by the principal. On motion of Mr. Parker, seconded by Willis Farris, the Board voted to approve the recommendation which will be paid by the schools.
On recommendation of the District 1/6 Committee and on motion of Ted Paris, seconded by Philip Gunn, the Board voted to advertise for bids to sell one used van at Leesville High School and one used activity bus at Simpson High School.
On motion of A.C. Dowden, Jr., seconded by the Board, the following resolution was adopted:
R E S O L U T I O N
WHEREAS, the Vernon Parish School Board proudly commends our central office and maintenance personnel, school administrators, custodians, cafeteria workers and school nurses for their outstanding assistance with the evacuation procedures during Hurricane Lili; and
WHEREAS, Vernon Parish's cooperative and compassionate spirit were demonstrated by the outpouring of concern for the safety, comfort and well-being of our neighbors who were forced to evacuate their homes and seek shelter in our school facilities; now
BE IT THEREFORE RESOLVED, that the Board adopts the resolution in recognition of and appreciation for our employees who contributed the time and energy necessary to accomplish this very worthwhile endeavor.
On motion of W.W. Parker, seconded by the Board, the following memorial resolution was adopted:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board were deeply saddened by the recent, untimely death of Travis Kade Carver, sixth grade student at Anacoco Elementary School; and
WHEREAS, Travis was a bright, enthusiastic student whose great smile, friendly attitude and his school and community involvement endeared him to many; and
WHEREAS, Travis will be sadly missed by his family, his classmates, and the administration, faculty, staff and student body at Anacoco Elementary School; now
BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution, along with its heartfelt sympathies, be sent to Ricky and Pam Carver and their family at this time of sorrow.
On motion of W.W. Parker, seconded by the Board, the following memorial resolution was adopted:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their heartfelt sympathies to the family of Mrs. Margie Nell Fife, of Florien, who recently passed away; and
WHEREAS, Mrs. Fife, a lifelong resident of the Florien, was the sister of Mr. William H. "Bill" Rogers, custodian at Hornbeck High School, and the sister-in-law of Mrs. Deloris Rogers, secretary at South Polk Elementary School, and she will be sadly missed by her family and friends; now
BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mrs. Fife's husband, Mr.Bill Fife, their daughter, Sheila, and Mr. and Mrs. Rogers at this time of sorrow.
On motion of W.W. Parker, seconded by the Board, the following memorial resolution was adopted:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sincere sympathies to Mrs. Ginger Remedies, teacher at Hornbeck Elementary School, in the recent death of her mother, Mrs. Frankie Chance of Hornbeck; and
WHEREAS, Mrs. Chance's genuinely friendly personality and positive attitude endeared her to many. She was very active in her church and community and a great supporter of this school system; now
BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mrs. Remedies, along with its heartfelt condolences to the entire family.
On motion of Gene Haymon, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their heartfelt sympathies to Mrs. Ginger Stuckey, principal at Simpson High School and Mr. J.R. "Butch" Smith, retired bus driver, in the recent death of their mother, Mrs. Mary Smith; and
WHEREAS, Mrs. Smith was a native and lifelong resident of the Simpson area and a great supporter of this school system; now
BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mrs. Stuckey and Mr. Smith and their family at this time of sorrow.
On motion of Gaye McKee, seconded by the Board, the following memorial resolution was adopted:
R E S O L U T I O N
WHEREAS, the Vernon Parish School Board wishes to express its sincere condolences to the family of Mr. Thomas Shankle, of Sunnyvale, Texas, who recently passed away; and
WHEREAS, Mr. Shankle was a native of Vernon Parish and the brother-in-law of Mr. Norman Haymon, retired bus driver at Rosepine Schools, and the uncle of Mr. Odom McKee, retired bus driver, and Mr. Glenon McKee, bus driver at Rosepine
Schools; now
BE IT THEREFORE RESOLVED, that the Board request that a copy of this memorial resolution be sent, along with its heartfelt sympathies, to Mr. Shankle's family at this time of sorrow.
A move by Alvin C. Dowden, Jr., on behalf of District 1/6 Board members, was seconded by the Board to adopt the following memorial resolution:

WHEREAS, the Vernon Parish School Board wishes to express its sincere condolences to the family of Mrs. Arlee Sermons, of New Llano, who recently passed away; and
WHEREAS, Mrs. Sermons was a native and lifelong resident of Vernon Parish and a retired head cook at the Leesville State School and she will be sadly missed by her family and friends; now
BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mrs. Sermon's family at this time of sorrow.
On motion of Mark Smith, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the Vernon Parish School Board was saddened by the recent death of Mr. Raymond Palmer, of Leesville, who recently passed away; and
WHEREAS, Mr. Palmer was a well-known and very respected resident of Leesville and he will be remembered for his involvement in many civic organizations and his commitment to public service in our community; now
BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mrs. Martha Palmer, along with its heartfelt condolences to her family, at this time of bereavement.
On motion of Betty Westerchil, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their deepest sympathies to the family of Mr. James E. Woodham, of Leesville, who recently passed away; and
WHEREAS, was a lifelong resident of the Leesville area and he will be sadly missed by his family and friends; now
BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mr. Woodham's family at this time of sorrow.
On motion of Murphy O'Banion, seconded by Willis Farris, the Board voted to authorize the president and secretary to pay the claims.
There being no further business, on motion of Gaye McKee, seconded by the Board voted to adjourn.
