THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION, JULY 11, 2002, AT 10:00 A.M.., AT 201 BELVIEW ROAD, LEESVILLE, LA. PRESIDENT REESE CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Dr. Cynthia Gillespie, Secretary of the Board.

 

The meeting was opened in prayer by W.W. Parker.

 

The Pledge of Allegiance was led by Willis Farris.

 

On motion of Ted Paris, seconded by C.A. Hughes, the Board voted to approve and dispense with the reading of the minutes of June 11, 2002.

 

On recommendation of Superintendent Gillespie and on motion of Jane Holton, seconded by Gaye McKee, the Board voted to approve the attached list of employee resignations.

On recommendation of Superintendent Gillespie and on motion of C.A. Hughes, seconded by Gene Haymon, the Board voted to approve the attached employee terminations.

On recommendation of Superintendent Gillespie and on motion of , seconded by , the Board voted to approve the attached list of employee transfers.

On recommendation of Superintendent Gillespie and on motion of W.W. Parker, seconded by Betty Westerchil, the Board voted to approve the attached list of new employees.

On recommendation of Superintendent Gillespie and on motion of Murphy O'Banion, seconded by Willis Farris, the Board voted to approve the attached list of employees not named in April who have now been approved.

On recommendation of Superintendent Gillespie and on motion of C.A. Hughes, seconded by Ted Paris, the Board voted to name Edwin Koenck to the assistant principal position at Vernon Middle School for July 15, 2002 through June 30, 2003.

 

Superintendent Gillespie presented a Graduation Equivalency Diploma to GATES graduate Jesse Jackson.

 

Tom Neubert presented some policy changes for the Board's approval and on motion of Betty Westerchil, seconded by Philip Gunn, the Board voted to approve the changes.

 

Mr. Neubert also made the Board aware of openings for two Licensed Practical nurses. The vacancies will be advertised to the public and opened for applications.

 

On motion of Gene Haymon, seconded by Jane Holton, the Board voted to approve a resolution for a jury trial in Civil Suit number 68,983.

 

On motion of B.R. Harvey, seconded by Willis Farris, the Board voted to approve Pitkin High School's land purchase from Believers Bible Church of Pitkin.

 

On motion of Betty Westerchil, seconded by Gaye McKee, the Board voted to approve the 2002-03 Pupil Progression Plan.

On motion of Murphy O'Banion, seconded by Willis Farris, the Board voted to open bids for light fixtures for Pickering High School's baseball and football fields. Bids received are as follows:

On motion of Murphy O'Banion seconded by B.R. Harvey, the Board voted to grant the low bid to Rexel Southern. 

 

On motion of Gaye McKee, seconded by Gene Haymon, the Board voted to open bids on bread for the 2002-03 school year. Bids received are as follows:

On motion of Murphy O'Banion, seconded by Jane Holton, the Board voted to award the low bid for bread to Flowers Evangeline Maid Bread.

 

On motion of Mark Smith, seconded by Willis Farris, the Board voted to open bids on milk and juice for the 2002-03 school year. Bids received are as follows:

On motion of Gene Haymon, seconded by Ted Paris, the Board voted to award the low bid for milk and juice to Foremost Dairy.

 

In other business, on motion of Ted Paris, seconded by the Board, the Board will participate in lawsuit aimed at preventing 17.5 million dollars in tobacco funds from going to private schools as well as State Special schools.

 

On motion of Willis Farris, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

WHEREAS, the Vernon Parish School Board takes this means to express its heartfelt sympathies to Rev. George C. Jeane Sr. in the recent death of his wife, Mrs. Ramona Jeane of Evans; and

WHEREAS, Mrs. Jeane was a longtime resident of the Evans area and she will be sadly missed by her family and friends; now

BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Rev. Jeane, along with its condolences to the entire family, at this time of sorrow.

 

On motion of Ted Paris, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board were deeply saddened by the recent death of Mrs. Jacqueline "Ann" Clark, retired Vernon Parish educator; and

WHEREAS, Mrs. Clark was a life-long resident of Leesville, a dedicated teacher and a credit to the educational community. She will be fondly remembered and sadly missed by her family, her former students, and her many friends; now

BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mrs. Clark's son, Clay, along with its heartfelt condolences to him and his family, at this time of sorrow.

 

On motion of Willis Farris, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board wish to express their heartfelt condolences to the family of Mrs. Pearl Wilcox who recently passed away; and

WHEREAS, Mrs. Wilcox, a lifelong resident of the Knight Community and a great supporter of this school system, was the mother-in-law of Mrs. Doris Mayo Wilcox, retired Vernon Parish educator. She will be sadly missed by her family and friends; now

BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mr. and Mrs. Turner Wilcox and their family at this time of sorrow.

 

On motion of Gaye McKee, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board take this means to express their deepest sympathies to the family of Mrs. Evelyn Bailey, of Rosepine, who recently passed away; and

WHEREAS, Mrs. Bailey was the mother of Mr. J.E. Bailey, bus driver and custodian at Rosepine High School and the mother-in-law of Mr. Fred Williamson, bus driver at Rosepine High School, and she will be sadly missed by her family and friends; now

BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to the family at this time of sorrow.

               

On motion of Gaye McKee, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sincere condolences to the family of Mr. Murray Thevenot who recently

passed away; and

WHEREAS, Mr. Thevenot was the father of Mrs. Janice Ducote, office aide at Rosepine, and the grandfather of Dwain Ducote, teacher at Rosepine High School, and Mrs. Melissa Ducote, teacher at Rosepine Elementary School; now

BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mr. Thevenot's family at this time of sorrow.

 

On motion of B.R. Harvey, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

WHEREAS, the members of the Vernon Parish School Board wish to express their sincere condolences to the family of Mr. Jack Calmes, of Pitkin, who recently passed away; and

WHEREAS, Mr.  Calmes was the husband of Mrs. Geraldine Calmes, retired teacher at Pitkin High School and the brother-in-law of Mrs. Billie Rae Perkins, bus driver at Pitkin High School. He will be sadly missed by his family and friends; now

BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mrs. Calmes, Mrs. Perkins and their family at this time of sorrow.

 

On motion of W.W. Parker, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board were saddened by the recent death of Mrs. Lucille Woodard, a lifelong resident of the Providence Community; and

WHEREAS, Mrs. Woodard was the mother of Mrs. Gaye McKee, retired teacher at Rosepine Elementary School, and present District 7 board member, and Mrs. Patty Cupit, principal at Rosepine Elementary School, and Mrs. Joy Spencer, retired teacher at Rosepine Elementary School; now

BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mrs. McKee, Mrs. Cupit and Mrs. Spencer, along with its heartfelt sympathies to the entire family.

 

On motion of Betty Westerchil, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the Vernon Parish School Board takes this means to express its sincere condolences to the family of Mr. Thomas Buckley, of Leesville, who recently passed; and

WHEREAS, Mr. Buckley was a longtime and well-known resident of the Leesville/Vernon Parish area and he will be sadly missed by his family and friends; now

BE IT THEREFORE RESOLVED, that the members of the Board requests that a copy of this memorial resolution be sent to Mrs. Geraldine Buckley and her family at this time of bereavement.

 

There being no further business, on motion of Gaye McKee, seconded by the Board, the meeting was adjourned.
