THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION, JANUARY 10, 2002, AT 10:00 A.M.., AT 201 BELVIEW ROAD, LEESVILLE, LA. PRESIDENT REESE CALLED THE MEETING TO ORDER.
The meeting was opened in prayer by W.W. Parker.
The Pledge of Allegiance was led by Murphy O=Banion.
At this time, Mr. Willie Deon, Clerk of Court was recognized by President Reese. Mr. Deon asked that Dr. Cynthia Gillespie come forward to take the oath of office as Superintendent of Vernon Parish Schools.
Upon roll call the following members were present:

There was also present Dr. Cynthia Gillespie, Secretary of the Board.
On motion of Murphy O=Banion, seconded by Philip Gunn, the Board voted to approve and dispense with the reading of the minutes of December 11, 2001.
On recommendation of Superintendent Gillespie and on motion of Ted Paris, seconded by Jane Holton, the Board voted to approve the attached list of employee resignations.

On recommendation of Superintendent Gillespie and on motion of Gaye McKee, seconded by Murphy O'Banion, the Board voted to approve the attached list of employee transfers.

On recommendation of Superintendent Gillespie and on motion of Gene Haymon, seconded by Gaye McKee, the Board voted to approve that attached list of new employees.

Candidates for the elementary and secondary curriculum administrator positions addressed the Board. Anne Smith submitted the only application for the position of elementary curriculum administrator and John Farris was the only candidate for the position of secondary curriculum administrator.
On recommendation of Superintendent Gillespie and on motion of Murphy O'Banion, seconded by the Board, Mrs. Smith was appointed as the elementary curriculum administrator and Mr. Farris to the secondary curriculum administrator position.
Mark Smith abstained from the voting.
On motion of Philip Gunn, seconded by Ted Paris, the Board voted to authorize Superintendent Gillespie to request and sign all Federal Funding, including P.L. 81-874 for the Vernon Parish School Board.
On motion of Gene Haymon, seconded by Philip Gunn, the Board voted to name The Leesville Daily Leader as the official journal of Vernon Parish School System for 2002
On motion of W.W. Parker, seconded by C.A. Hughes, the Board voted to approve board committees for 2002.

On motion of W.W. Parker, seconded by Murphy O'Banion, the Board voted to receive bids on an activity bus for Evans High School. Bids received are as follows.

Twin State Trucks, Inc. $68,700.00
On motion of Murphy O'Banion, seconded by W.W. Parker, the Board voted to take the bids under advisement.
Ted Paris, District 1/6 Committee Chairperson, reported the Committee had discussed a bond election for Ward I at the 9:00 a.m. meeting and that no action was taken.
In other business, Superintendent Gillespie reminded the Board that the deadline for submitting the reapportionment plan is March 1st.
Motion was made by Murphy O'Banion, seconded by B.R. Harvey to proceed with a 12 member plan.
Following discussion, Mr. O'Banion withdrew his motion and Mr. Harvey withdrew his second and the Board agreed to place the issue on the Tuesday, January 15th meeting agenda.
On motion of Ted Paris, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to convey their heartfelt sympathies to the family of Mr. Alison Bailes, Jr., who recently passed away; and
WHEREAS, Mr. Bailes was the brother of Mr. Dickie Bailes, former board member, the father of Mr. Alison Bailes, III, former teacher at Pickering High School and the relative of a number of other Vernon Parish School Board employees. He will be sadly missed by his family and friends; now
BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mr. Dickie Bailes, along with its condolences to his entire family, at this time of bereavement.
On motion of Gaye McKee, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the Vernon Parish School Board wishes to express its deepest
sympathies to Mr. Rufus Goins, retired principal at Rosepine Elementary School, in the recent death of his brother, Mr. Rudolph Goins, of Livingston, Texas; and
WHEREAS, Mr. Goins was also the brother-in-law of Mrs. Margaret Goins, retired teacher's aide at Rosepine Elementary School. He will be sadly missed by his family and friends; now
BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mr. Goins='family at this time of sorrow.
On motion of Philip Gunn, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board take this
means to express their heartfelt sympathies to the family of Mr. Warren Smith, of Leesville, who recently passed away; and
WHEREAS, Mr. Smith was the brother of Mrs. Janice Gaither, Head Start teacher at West Leesville Preschool. He was a longtime resident of Leesville and he will be sadly missed by his family and friends; now
BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mrs. Gaither and her family at this time of sorrow.
There being no further business, on motion of Gaye McKee, seconded by the Board, the meeting was adjourned.
