THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION, JANUARY 9, 2001, AT, 10:00 A.M, AT 201 BELVIEW ROAD, LEESVILLE, LA. PRESIDENT HARVEY CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Richard Schwartz, Secretary of the Board.

 

The meeting was opened in prayer by Gaye McKee.

 

The Pledge of Allegiance was led by Loretta Nale.

 

On motion of W.W. Parker, seconded by Ted Paris, the Board voted to approve and dispense with the reading of the minutes of January 4, 2001.

 

On recommendation of Superintendent Schwartz and on motion of Murphy O'Banion, seconded by Gaye McKee, the Board voted to approve the attached resignations.

On recommendation of Superintendent Schwartz and on motion of Betty Westerchil, seconded by Kim Reese, the Board voted to approve the attached request for a leave without pay.

On recommendation of Superintendent Schwartz and on motion of W.W. Parker, seconded by Murphy O'Banion, the Board voted to approve the attached employee transfers.

On recommendation of Superintendent Schwartz and on motion of Philip Gunn, seconded by Jane Holton, the Board voted to approve the attached list of new employees.

Jackie Self, Director of Personnel, presented a proposed policy for transferring teachers which had been discussed at the January 5th principals' meeting and requested by the parish principals.

 

On recommendation of Superintendent Schwartz, and on motion of Willis Farris, seconded by Gene Haymon, the Board voted to approve the following policy for transferring teachers:

 

                 "No teacher transfer for the next year will be denied if the transfer is approved by both the receiving principal and the personnel office prior to June 15. After June 15, no teacher transfer will be granted unless the request involves extenuating circumstances as approved the personnel office."                               

 

On motion of A.C. Dowden, seconded by C.A. Hughes, the Board voted to receive bids on unrepairable copiers at Vernon Middle School. Since no bids were received, on motion of A.C. Dowden, seconded by Kim Reese, the Board voted to authorize the school and central office personnel to dispose of the copiers.

 

On motion of C.A. Hughes, seconded by Ted Paris, the Board voted to receive bids on unrepairable library equipment at Vernon Middle School. No bids were received, therefore, on motion of A.C. Dowden, seconded by Betty Westerchil, the Board voted to authorize the school and central office personnel to dispose of the equipment..

 

On motion of W.W. Parker, seconded by Gaye McKee, the Board voted to receive bids on used industrial arts equipment at Hornbeck High School. The one bid received was submitted by Greg Frederick in the amount of $606.12.

 

On motion of W.W. Parker, seconded by Philip Gunn, the Board voted to award the bid for the used industrial arts equipment at Hornbeck High School to Greg Frederick.

 

On motion of Murphy O'Banion, seconded by Willis Farris, the Board voted to receive bids on a five bedroom house and four acres of land adjacent to Pitkin High School. Alton Cain submitted the one bid that was received in the amount of $90,000.00 and mineral rights to five adjoining acres owned by the school board.

 

On motion of Murphy O'Banion, seconded by Willis Farris, the Board voted to award the bid for the five bedroom house and four acres of land to Alton Cain.

 

On motion of Willis Farris, seconded by W.W. Parker, the Board voted to advertise for bids to purchase an activity bus for Pitkin High School.

 

On motion of Gaye McKee, seconded by Willis Farris, the Board voted to approve the board committees for 2001.

 

W.W. Parker reported that the Transportation Committee had met at 9:00 a.m. preceding the board meeting, to discuss the Board's pre and post bus trip inspection policy which is currently in place. No action was taken, therefore, the Board will continue to address issues on a case by case basis. Jimmy Funderburk, Director of Transportation, was instructed to construct a post trip inspection form to be filled out by bus drivers following each bus trip and principals will be asked to keep a list of locations where buses are parked following each trip.

 

On motion of Willis Farris, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board take this means to express their heartfelt sympathies to the family of Mrs. Detra Fleniken, of Burr Ferry who recently passed away; and

WHEREAS, Mrs. Fleniken was a lifelong resident of the Burr Ferry community and her daughters, Stephanie and Stacy, are graduates of Evans High School. She will be sadly missed by her family and friends;

BE IT THEREFORE RESOLVED, that the Board, hereby, adopts this memorial resolution and requests that a copy be sent to the family at this time of sorrow.

 

On motion of Mark Smith, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the Vernon Parish School Board wishes to express its heartfelt sympathies to the family of Mrs. Gracie Herring, of Leesville, who recently passed away; and

WHEREAS, Mrs. Herring was the aunt of Board Member, Gene Haymon and a number of Vernon Parish School Board employees. She was a lifelong resident of the Leesville area and she will be sadly missed by her family and friends;

BE IT THEREFORE RESOLVED, that the Board, hereby, adopts this memorial resolution and requests that a copy be sent to Mrs. Herring's family at this time of sorrow.

 

On motion of W.W. Parker, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board takes this means to express its heartfelt sympathies to the family of Mrs. Ena Owers, of Hornbeck who recently passed away; and

WHEREAS, Mrs. Owers was the mother of Mrs. Elena Thornton, cafeteria manager at Hornbeck School, and the grandmother of Mrs. Tami Griffin, teacher at Anacoco Elementary School, and Mr. Todd Thornton, teacher at Hornbeck High School; and

WHEREAS, Mrs. Owers was a longtime resident of Hornbeck and she will be sadly missed by her family and friends;

BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution, along with its sincere condolences, be sent to the family at this time of bereavement.

 

On motion of W.W. Parker, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board wish to express their heartfelt sympathies to the family of Mrs. Jessie Mae Pridgen, of Hornbeck, who recently passed away; and

WHEREAS, Mrs. Pridgen was the sister of Mrs. Sharon Kay Owens, bus operator at Hornbeck School, and Mrs. Jonell Poston, retired Head Start teacher at Hornbeck School;

WHEREAS, Mrs. Pridgen was a lifelong resident of Vernon Parish and she will be sadly missed by her family and friends;

BE IT THEREFORE RESOLVED, that the Board, hereby, adopts this memorial resolution and requests that a copy be sent to Mrs. Pridgen's family at this time of sorrow. 

 

On motion of Gaye McKee, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board wish to express their deepest sympathies to the family of Mr. Randal Goins, former teacher at Vernon Middle School; and

WHEREAS, Mr. Goins was the son of Mrs. Margaret Goins, retired aide at Rosepine Elementary School, the brother of Mrs. Marsha Lemoine, retired Vernon Parish teacher, the brother-in-law of Mrs. Charlotte Goins, teacher at Rosepine Elementary School, and the nephew of Mr. Rufus Goins, retired principal at Rosepine Elementary School;

BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mr. Goins' family at this time of sorrow.

 

There being no further business, on motion of Gaye McKee,  seconded by the Board the meeting was adjourned.
