THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION, SEPTEMBER, AT, 5:00 P.M,, AT 201 BELVIEW ROAD, LEESVILLE, LA. PRESIDENT WEST CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

The meeting was opened in prayer by Gene Haymon.
The Pledge of Allegiance was led by A.C. DOWDEN, JR.
On motion of Murphy O'Banion, seconded by Gaye McKee, the Board voted to approve and dispense with the reading of the minutes of September 7, 2000.
On recommendation of Superintendent Schwartz and on motion of Ted Paris, seconded by Willis Farris, the Board voted to approve the termination of Teresa Gray, special education aide specific at Pitkin School. B.R. Harvey abstained.
On motion of W. W. Parker, seconded by Gaye McKee, the Board voted to approve the employment of Wendy Koch and Joy Broadway, teachers at Anacoco Elementary School.
Mickie Seastrunk, Safe and Drug Free Schools coordinator, discussed two new programs initiated this summer, the Teen Mediation Program and the Girl Power Campaign, for nine to fourteen year old students in the parish schools. Several students who are involved also addressed the Board and explained the activities and functions of the programs.
Jackie Self gave the Board an update on staff reduction throughout the parish. Since January, 2000, the teaching staff has been reduced by 16 and the support staff by 21.5. All reductions were done through attrition.
On recommendation of the Athletic Committee and on motion of Willis Farris, seconded by Philip Gunn, the Board voted to take no action on a situation involving an Anacoco High School student's eligibility to participate in sports, in light of an appeal which is now in process by Anacoco High School.
A.C. Dowden reported that Finance Committee had conducted a public hearing September 12, 2000 at 4:00 p.m., for the purpose of receiving the 2000-01 operating budget.
On recommendation of the Finance Committee and on motion of A.C. Dowden, seconded by W.W. Parker, the Board voted to adopt the 2000-01 operating budget as presented.
On recommendation of the Finance Committee and on motion of A.C. Dowden, seconded by Betty Westerchil, the Board voted to participate in the Administrative Outreach Program.
On motion of Ted Paris, seconded by Philip Gunn, the Board voted to award the low bid of $26,782.50 for SOAR microscope equipment, to School Technology Resources.
On motion of W.W. Parker, seconded by Willis Farris, the Board voted to open bids for used equipment at the Hornbeck Processing Plant. Bids as a whole are as follows:

On motion of W.W. Parker, seconded by Willis Farris, the Board voted to authorize Bill Endris make computations and accept the highest bid.
On motion of Philip Gunn, seconded by Murphy O'Banion, the Board voted to open bids on telephone equipment for the central office. Bids received were as follows:

On motion of B.R. Harvey, seconded by the Board, the Board adopted the following resolution:

WHEREAS, the members of the Vernon Parish School Board realize the importance of community support in their efforts to provide and maintain the educational standards and goals they desire for the students of our parish; and
WHEREAS, the Board wishes to express its sincere appreciation to Beauregard Electric Company for the support and generosity demonstrated by its presentation of a refund;
BE IT THEREFORE RESOLVED, that the Board adopts this resolution of appreciation to Beauregard Electric Company and to Ms. Beama Sanson and Mr. Teddy Welch for making the presentation.
On motion of W.W. Parker, seconded by the Board, the Board adopted the following resolution:

WHEREAS, the members of the Vernon Parish School Board realize the importance of community support in their efforts to provide and maintain the educational standards and goals they desire for the students of our parish; and
WHEREAS, the Board wishes to express its sincere appreciation to Valley Electric Membership Corporation for the support and generosity demonstrated by its presentation of a refund;
BE IT THEREFORE RESOLVED, that the Board this resolution of appreciation and requests that a copy be sent to Valley Electric Membership Corporation.
On motion of Betty Westerchil, seconded by Jane Holton, the Board voted to authorize the president and secretary to pay claims.
On motion of B.R. Harvey, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sincere sympathies to the family of Mrs. Edoil Abel, of Pitkin, who recently passed away; and
WHEREAS, Mrs. Abel was the sister of Mrs. Louise Carroll, retired cafeteria employee at Pitkin School;
BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mrs. Carroll and her family at this time of sorrow.
On motion of B.R. Harvey, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the Vernon Parish School Board wishes to express its sincere sympathies to the family of Mr. Lincoln Bass, of DeRidder, who recently passed away; and
WHEREAS, Mr. Bass was the father-in-law of Mrs. Brenda Bass, former bus driver at Pitkin School;
BE IT THEREFORE RESOLVED, that the Board requests that a copy of this memorial resolution be sent to Mrs. Brenda Bass and her entire family at this time of bereavement.
On motion of B.R. Harvey, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their heartfelt sympathies to the family of Mrs. Bessie Weldon, of Pitkin, who recently passed away; and
WHEREAS, Mrs. Weldon was the mother of Mrs. Kay Daigle, custodian at Pitkin School, and the grandmother of Mrs. Christie Taylor, retired central office secretary;
BE IT THEREFORE RESOLVED, that the Board requests that a copies of this memorial resolution be sent, along with its sincere condolences, to Mrs. Daigle and Mrs. Taylor and their family at this time of sorrow.
On motion of Philip Gunn, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sincere sympathies to the family of Mr. Tommie Wise, of Leesville, who recently passed away; and
WHEREAS, Mr. Wise was a native and lifelong resident of Vernon Parish and he will be sadly missed by his family and friends;
BE IT THEREFORE RESOLVED, that the Board does, hereby, adopt this memorial resolution and requests that a copy be sent to the family at this time of bereavement.
On motion of Murphy O'Banion, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sincere sympathies to the family of Mrs. Vergie Marie Franklin, who recently passed away; and
WHEREAS, Mrs. Franklin was the mother of Ms. Renee Franklin, a teacher at Pickering High School, and she will be sadly missed by her family and friends.
BE IT THEREFORE RESOLVED, that the Board does, hereby, adopt this memorial resolution and requests that a copy be sent to Ms. Renee Franklin and her family at this time of sorrow.
There being no further business, on motion of Gaye McKee, seconded by the Board, the meeting was adjourned.
